Stormwater Management Program Fee

How did the Stormwater Fee come to be?

The implementation process of the stormwater fee began in the winter of 2017/2018 when the Township commissioned an orthophotogrammetric company to gather high-resolution aerial images and field data collection for all the impervious area within the Township. This information was converted from 3D information on the aerials to 2D shapes, which provides the square footage of each type of impervious area. The Township decided to bill based on what impervious area resides inside a property's parcel lines. The parcel lines were provided by Dauphin County and were overlain with the impervious area shapes to find the amount of impervious area attributed to each parcel. Many municipalities of Pennsylvania have implemented stormwater fees utilizing scientific studies to best determine a property's stormwater footprint. From these studies it was found that the best to way to determine a property's stormwater footprint is to base it off of the property's impervious area. There is a direct correlation between the rate and volume of stormwater runoff a property generates and the quality of runoff which flows from the property based on the amount of impervious area which resides on the property.

Under the Susquehanna Township's Stormwater Management Program, the Susquehanna Township Board of Commissioners and Susquehanna Township Authority have decided to institute a Stormwater Program Fee. This fee is billed to each property within Susquehanna Township and is designed on a Tiered basis. All information on the Stormwater Program Fee is available on the link above!

STORMWATER PROGRAM FEE CREDITS

Susquehanna Township recognizes that residents have installed measures to better control stormwater runoff on their property! For this, the Township has developed a Stormwater Management Credit Policy Manual, where various credit opportunities are available for any Tiers 2 through 5 property!
