Construction Sites and Stormwater

EPA and PADEP have developed manuals to help with the guidance for development, installation, and maintenance for both Construction Stormwater Management (Erosion & Sediment Control) and Post-Construction Stormwater Management (PCSM). 

Grading/Excavation Permit

If you plan to do anything in Susquehanna Township it is best to check the website for all necessary permits which will be required. The Grading/Excavation Permit follows the guidelines of Susquehanna Township's Chapter 9 Grading/Excavation Ordinance

Grading/Excavation permits are required for all earth disturbance over 100 sq ft, except for trenching for utilities or for permitted immediate construction of a building or improvement  where no surrounding earth will be disturbed.

All Grading/Excavation permit submissions must contain the following:

  • A fully completed Grading/Excavation Permit Application
  • A site plan with sediment and erosion control devices, total area of disturbance, and vehicle entrances marked.
  • Grading/Excavation Fee (to be determined after permit submittal)

 An Erosion and Sediment Control Plan must be submitted for plans that exceed 5,000 sqft of earth disturbance along with the Dauphin County Conservation District E&S Control Plan Review approval letter. 

Stormwater Management Permit 

If you plan to do anything in Susquehanna Township it is best to check the website for all necessary permits which will be required. The Stormwater Management Permit follows the guidelines of Susquehanna Township's Chapter 19 Stormwater Management Ordinance.

Any cumulative impervious area additions since the Stormwater Management Ordinance (SWMO) was enacted in October 2010 which exceed 1,000 sqft must have a Stormwater Management Permit completed and submitted to the Township for review. For example, for a home built before October 2010, if a homeowner added an 800 sq ft addition to their house in 2018 and a 350 sq ft patio in their backyard in 2023, a stormwater management permit would then be required since a total of 1150 sqft of impervious area was added to the property since the SWMO was enacted.

In order to manage the increased stormwater runoff from the property's new impervious area, a stormwater Best Management Practice (BMP) should be utilized. Stormwater BMPs shall be designed, installed, implemented, operated, and maintained to meet the purposes and requirements of the SWMO and to meet all requirements under Title 25 of the Pennsylvania Code and the Clean Streams Law, conform to the State Water Quality Requirements, meet all requirements under the Storm Water Management Act and any more stringent requirements as determined by Susquehanna Township.
