Air
Rifles and Similar Devices (Chapter 6)
Section 201.
Use of Air Rifles or Similar Devices Prohibited
It shall be unlawful for any
person to discharge any air rifle, air pistol, spring gun,
spring pistol, B-B gun, slingshot, or similar device from or
across any highway or public land or any public place,
except on a properly constructed target range within the
Township of Susquehanna.

Alcohol
(Section 6)
601. Definitions
Container–Any bottle, can or
other vessel in which alcohol beverages are contained.
- Consumption. No
person shall consume any alcoholic beverage in any quantity
upon any street, alley, sidewalk, stairway, thoroughfare, or
other public property within Susquehanna Township, nor in or
upon the parking areas of any private shopping centers,
hotels, motels, bars, taverns, restaurants, clubs, churches,
or similar establishments.
- Possession. No
person shall possess any container of alcoholic beverage
whether wrapped or unwrapped which has been opened or on which
the seal has been broken in any manner on any public street,
avenue, alley, thoroughfare or other public property within
Susquehanna Township, nor in or upon the parking areas of any
private shopping centers, hotels, motels, bars, taverns,
restaurants, clubs, churches, or similar establishments.

Bicycle Licensing (3,
101) (Ord. 58-4)
101. License
Required
No person shall ride
or use a bicycle upon any public streets in Susquehanna Township,
unless the same shall be licensed as hereinafter provided.
102. Registration
Every owner of a
bicycle, upon the effective date of this Chapter, shall list and
register with the Police Department of Susquehanna Township at
Police Headquarters, his name and address, the name of the
manufacturer of the bicycle, its number, style and general
description. In the event the owner of a bicycle is a minor,
under the age of eighteen (18) years, then the parent or guardian,
or person having the care and custody of such minor, or the person
with whom the minor lives, shall make such listing and registration
on behalf of such minor owner.
103.
Issuance of Tags and Registration Cards; Exhibit of Card on Request
The Board of
Commissioners of Susquehanna Township shall provide metallic tags,
together with registration cards, which tags and cards shall have
numbers stamped thereon in numerical order, beginning with No. 1;
such tags shall be suitable for attachment upon the saddle or frame
of a bicycle, and it shall be the duty of the Police Department to
issue to each owner one tag, which shall be attached by such owner
tot he rear of the saddle or frame of the bicycle, in a position to
be clearly seen from the rear, and to issue a corresponding
registration card to the owner upon payment of the license fee
hereinafter provided. Such tags shall remain attached to the
bicycle for which it is issued during the existence of such license.
The license and registration shall be permanent and need not be
renewed or reissued from year to year. The Police Department
shall keep a record of such registration. The operator of the
bicycle shall display his owner's registration card, or
produce satisfactory proof that the owner has such registration
card, upon demand of an officer of the Police Department of
Susquehanna Township.
104. Duty to
Report Bicycles Out of Operation
It shall be the duty
of every person who dismantles, reproduces to junk, or takes out of
operation any bicycle, whether same be registered or not registered,
to report same to said Police Department at Police Headquarters.
105. Frame
Numbers, License Tags or Registration Cards Not to be Tampered with
or Destroyed.
It shall be unlawful
for any person to willfully or maliciously remove, destroy, mutilate
or alter the number on any bicycle frame, and it shall be unlawful
for any person to remove, destroy, mutilate or alter any license tag
or registration card during the time in which such license tag or
registration card is operative; provided, however, that if any
bicycle does not have a serial number stamped on the frame, or if
such number is illegible, then the Police Department shall stamp an
identification number on such frame of the bicycle.
108. Unlawful to
Operate Without Proper Registration.
If any bicycle is
found on a street of the Township of Susquehanna without a license
identification tag as above set forth, or with a mutilated or
altered serial number, or no serial number stamped on the frame of
the bicycle, it shall be prima-facie evidence that said bicycle is
being operated without proper registration and the owner shall be
subject to penalties as hereinafter set forth.
109. Warning Device
Required.
It shall be unlawful for any person
to operate a bicycle upon the streets of Susquehanna Township
without having thereon a bell or horn in a workable condition;
provided, however, that it shall be unlawful to have thereon, or
use, a siren of any kind.
110. Right of Inspection or
Refusal of License
The Police Department of Susquehanna
Township may at any time require the delivery of any bicycle to it
for the purpose of making inspection of brakes and other parts, and
shall refuse to license or register any bicycle found to be
mechanically imperfect.
111. Manner of Riding
Bicycles
It shall be unlawful for the operator
of a bicycle upon any street of Susquehanna Township to propel same
abreast or to the left of other persons so propelling a bicycle,
except in passing such bicycle.
113. Penalties
Any person, firm or corporation who
shall violate any provisions of this Part shall, upon conviction
thereof, be sentenced to pay a fine of not more than six hundred
dollars ($600.00) and costs, or in default of payment thereof, shall
be subject to imprisonment for a term not to exceed thirty (30)
days. Each day that a violation of this Part continues shall
constitute a separate offense.

Making Authority
The code official
is specifically authorized to promulgate and enforce a work rule
which limits construction work to the hours of 7:00 a.m. to 9:00
p.m.

Curfew (Section
6)
101. Definitions
Minor–Any person under the age of
eighteen (18) years.
Parent–Any natural parent of a minor, a guardian, or any adult
person, eighteen (18) years of age or over, responsible for the
care and custody of a minor.
102. Curfew Hours:
Exceptions
- No minor shall remain in or upon
any public place or any establishment between the hours of 11
PM and 6 AM of the following day, except that on Fridays and
Saturdays the hours shall be from 12 AM to 6 AM.
- The provisions of this section
shall not apply to any minor accompanied by a parent, or to a
minor upon an errand or other legitimate business directed by
such minor's parent, to any minor upon an errand or other
legitimate business directed by such minor's parent, to any
minor who is engaged in gainful lawful employment during the
curfew hours.
103. Parental
Responsibilities
I. No parent shall knowingly permit
any minor to remain in or upon any public place or any
establishment between the hours of 11 PM and 6 AM of the following
day, except that on Fridays and Saturdays the hours shall be from
12 PM to 6 AM.

Motor
Vehicle Noise Control
(Section 6)
604. Motor Vehicle
Noise Levels
1. No person
shall operator or permit the operation of any motor vehicle or any
auxiliary equipment attached to such a vehicle while the vehicle is
stationary, for reasons other than traffic congestions, anywhere
within 150 feet of any residence in such a manner as to cause a
noise disturbance across a residential property line (boundary).
2. The noise
from any of the prohibited acts that disturbs two (2) or more
residents who are in general agreement as to the times and duration
of the noise and who reside in separate residences, including
apartments and condominiums located across a property line
(boundary) from the property on which the source of the noise is
generated, shall be prima facie evidence of a noise disturbance.

PA Dog Law And Susquehanna Twp.
Animal Ordinance
Responsible pet ownership is an important concern for all
citizens of Susquehanna Township. The following information is not
only for pet owners but also for every citizen in the Township. Many
people are not aware of Pennsylvania State Laws and Township
Ordinances governing the keeping and maintaining of domestic
animals. We want our citizens to be well informed. Below you will
find sections of the PA Dog Law (Dog Law – Omnibus Amendments, Act
of 1996, P.L. 943, No. 151) and sections from the Code of
Ordinances, Township of Susquehanna.
Pennsylvania law requires that all dogs be licensed. Dog licenses
can be obtained through several sources: Dauphin County Treasurers
Office, Susquehanna Township Tax Office, and several pet- related
businesses in the area. Application must be made by the dog owner on
or before January 1 of each year. Licenses are required for dogs
three months of age or older unless exempted by law. There is a
discount in the fee for PA residents 65 years of age or older.
Permanent lifetime registrations are available. Check with your
veterinarian and county treasurer for details.
Rabies is a viral disease most frequently transmitted by the bite
of a rabid animal or transmitted through the contact of infected
saliva into an open wound, fresh abrasion, mucous membrane, or the
eye. Pennsylvania Dog Law (under the Rabies Prevention and Control
in Domestic Animals and Wildlife Act effective February 13, 1987)
mandates rabies vaccinations be given to every dog and household cat
over the age of three months. Vaccinations must be administered or
supervised by a licensed veterinarian. The Humane Society of
Harrisburg also provides local clinics for low cost rabies
vaccinations. If you believe that your pet has been exposed to a
rabid animal, you should confine your pet and seek veterinarian help
immediately. If you would like further information on rabies in
Pennsylvania, stop in at the Police Department and pick up a copy of
the PA Department of Agriculture’s pamphlet, "About
Rabies".
Susquehanna Township enacted Ordinances 89-16, 11/21/89 and 74-3,
05/29/74, which further detail domestic animal ownership in the
Township. Portions of those ordinances follow:
Part 1 "Dogs Running at Large"
OWNER: any person having a right of property in a dog or
having custody of any dog, or any person who harbors or permits
a dog to remain on or around his or her property.
RUNNING AT LARGE: being upon any public highway, street,
alley, park, or any other public land, or upon property of
another person other than the owner, and being accompanied by or
under the control of the owner or any other person having
custody of said dog.
- 102. Unlawful to Allow Dogs to Run at Large.
It shall be unlawful for the owner of any dog or dogs to
allow or permit such dog or dogs to run at large in the Township
of Susquehanna.
Part 2 "Maintenance of Certain Animals"
Domestic Animal – any animal as hereinafter defined as a
household pet, a large animal or a small animal;
Household Pet – any dog, cat, or other domestic animal
normally and ordinarily kept in or permitted to be in the
dwelling of its owner:
Large Animal – any domestic animal of the bovine, equine,
sheep or hog family;
SMALL ANIMAL – any domestic animal such as a rabbit, hare,
guinea pig, rat, mouse, or chinchilla; and any domestic fowl
such as a chicken, turkey, goose, duck or pigeon (except homing
pigeons).
It shall be unlawful for any person to allow any pet,
domestic animal, nondomestic animal to do the following:
- To make any loud or harsh noise or disturbance which shall
interfere with or deprive the peace, quiet, rest or sleep of
any person within the Township; and/or
- To defile, befoul, corrupt, or otherwise desecrate any
sidewalk, or walkway, or the property of another.

Noise Control
(Section 6)
603. Noises Prohibited
1. Operating
or permitting the use or operation of any radio set, musical
instrument, television, phonograph, sound amplifier, automobile
radio, automobile stereo, high fidelity equipment, portable stereo,
or other device, including but not limited to, devices utilizing
digital technology, for the production or reproduction of sound.
(a) Between the hours of 9:00 pm and 7:00 am the following day
so as to create a noise disturbance within a dwelling unit which is
not the source of the sound.
2. It shall
be unlawful to own, possess, or harbor any dog or animal which
howls, barks, meows, or makes other sounds frequently or for the
continuous duration which creates a noise disturbance. To the
end that no persons in Susquehanna Township shall be deprived of or
suffer unreasonable interference with peace, quiet, rest or sleep.
Any person who violates this subsection shall receive one warning,
and upon a second occurrence, shall be issued a citation.

Sidewalk
Maintenance (Section 21)
104. Clearing of
Obstruction: Time Limit. It shall be the duty of the
property owner, not later than twenty-four (24) hours after the
snow has ceased to fall, to clear or cause to be cleared a pathway
in the sidewalk upon which such property abuts. Such pathways
shall be not less than thirty (30) inches in width and shall be
thoroughly cleared to the extent of snow and ice or other
obstruction.
105. Procedure for Snow
and Ice Removal.
- Snow or ice removed from
sidewalks, driveways or private lots, shall be placed on the
person's property.
- If there shall be an excessive
amount of snow or ice and there is no longer any place on the
person's property to shovel the snow, then it may be placed
along the curb line, but not in the street.
- Should the snow and ice on the
sidewalk pavement, or footpath, be frozen so hard that it
cannot be removed without injury to the pavement or damaging
the base of the footpath, the person having charge of the snow
and ice removal shall cause the sidewalk abutting or adjacent
to such premises to be strewn and to be kept strewn with
ashes, sand, sawdust, or any suitable abrasive material, and
shall as soon thereafter as the weather shall permit,
thoroughly clean such sidewalks.

Skates, Coasters,
Sleds and Other Toy Vehicles.
1. It shall be unlawful for any
person to ride on a sled upon any sidewalk in the Township, or upon
any roadway. Provided: nothing in this subsection shall
prevent a pedestrian from pulling a sled, with or without a rider,
upon a sidewalk.
2. It shall be unlawful for any
person to engage in rollerskating or to ride upon or propel any
coaster or other toy vehicle including skateboards, upon:
(a) any street,
except in order to cross the roadway; or
(b) any sidewalk
located in a business district, except that nothing in this
paragraph shall prevent a pedestrian from pulling coaster or
other toy vehicle, with or without a rider upon any sidewalk.

Regulations (Chapter

201 1.
A. Maximum Speed Limits on Unspecified Streets And
Alleys.
Maximum speed limit on streets and
alleys, where not specified by separate Ordinance, shall be 25
miles per hour.

Transient
Retail Business (Section
13)
101. Definitions and
Interpretation
1. The term "transient retail
business," as used in this Part, shall mean and include the
following:
- Engaging in peddling,
canvassing, soliciting and taking order, either by sample or
otherwise, for nay goods, wares or merchandise, upon any of
the street of alleys, sidewalks or public grounds, or from
house to house, within the Township of Susquehanna
- Selling,
soliciting or taking orders for any goods, wares or
merchandise, from a fixed location within the Township, on a
temporary basis, which shall include, but shall not be limited
to, such activities conducted at the time for special
occasions or celebrations, for seasonal purposes, or for in
advance or specific yearly holidays.
102. License Required to
Engage in Transient Retail Business. No person shall
engage in any transient retail business with the Township of
Susquehanna without first having obtained from the Township
Secretary a license, for which a fee, as established by resolution
of the Board of Commissioners, shall be charged.
103. Custody and Exhibit
of License: Nontransferable. Every license holder
shall carry Such license upon his person and shall display such
license, upon request, to all police officers, Township officials
and citizens or residents of the Township.

Responsibility
for Trimming Trees
(Chapter 15)
Section 1.
Responsibility for Trimming of Trees and Other Vegetation Along
Public Ways.
All trees, bushes and other
vegetation shall be trimmed by the owner of the property on or in
front of which they are located:
(a)
So as not to interfere with the proper lighting of public
highways by the street lights.
(b)
So as not to interfere with public passage along any sidewalk or
street; a clearance of eight feet (8') shall be maintained.
(c)
So as not to obscure any traffic sign, light or other signal.
(d)
So as not to obstruct the vision of motorists at street
intersections; a clearance of two feet (2') high and a distance of
twenty-five feet (25') from the intersection shall be maintained.
(e)
So that the minimum clearance of any public highway of any
overhanging portion thereof shall be fourteen and one-half (14 1/2)
feet.
