SEWER RATES TO INCREASE FEBRUARY 1, 2008

 At the October 2, 2007 meeting of the Susquehanna Township Authority, Resolution No. 2007-2 revising the sewer rates to be charged to all customers served by the system, effective February 1, 2008, was adopted as follows:

 

The sewer rental rate for all residential users of the system, regardless of location within the Township, will increase to $89.00 per quarter; $356.00 per year.

 

The minimum sewer rental rate for all commercial users of the system, regardless of location within the Township, will increase to $93.40 per quarter for the first 16,000 gallons of use and $5.84 per 1,000 gallons used in excess of 16,000 gallons.

 

The increase in sewer rates is necessary in order for the Authority to continue to fulfill its obligation of proper care and maintenance of its wastewater transmission system by way of repair and renovation projects resulting in the borrowing of $9,995,000 for planned improvement projects.

 

 

The office of the Susquehanna Township Authority is located in the Township Municipal Building .  Hours of operation are 8:30 a.m. to 5:00 p.m. Monday through Friday.  The Authority’s maintenance facility is located at 48A Shell Street .  Hours of operation are 7:00 a.m. to 3:30 p.m. Monday through Friday.  All inquiries concerning sewer service, billing procedures, auto pay program and reports of sanitary sewer complaints should be made to 717-545-0116 or faxed to 717-540-4295. 

 

 

The Susquehanna Township Authority is a municipality authority incorporated under the Municipality Authorities Act of 1945, approved May 2, 1945, P.L. 382, as amended, pursuant to appropriate legal action of the Township of Susquehanna, Dauphin County, Pennsylvania.  The Authority was incorporated on August 15, 1946 and is presently duly existing under the constitution and laws of the Commonwealth of Pennsylvania .

 

The governing body of the Susquehanna Township Authority consists of seven members appointed by the Township Board of Commissioners as follows:  Anthony W. Salomone , Chairman, Nathan H. Waters, Jr., Yves E. Pollart , Bertram H. Goldberg, Kim Ledger , Sherri Levin-McConnell and Frank Lynch .  The Authority Manager is Pamela Winters and Authority Maintenance Superintendent is Vincent Butts.  The Authority consulting engineer is CET Engineering Services located at 1240 N. Mountain Road , Harrisburg , Pennsylvania 17112 .  The Authority solicitor is Caldwell and Kearns located at 3631 N. Front Street , Harrisburg , Pennsylvania 17110 .

 

The Authority is a separate, distinct corporate entity charged by the State Legislature with a proprietary function.  As such, it is an independent agency outside of direct township control.  The Authority Board meets the first Tuesday of every month beginning at 7:00 p.m. in the Township Municipal Building .  Meetings are open to the public.

 

 

The Susquehanna Township Authority’s gravity collection and conveyance sewer system presently consists of approximately 127 miles of sewers (approximately 670,560 feet) of various pipe sizes ranging from 8-inch diameter to 42-inch diameter pipe.  There are presently seven (7) pumping stations serving the Township.  The Authority is committed to providing its residential and commercial customers a wastewater system to reliably collect and convey wastewater to be treated and disposed of in accordance with State and Federal regulations.  In order to meet the needs of its customers, the Authority is committed to maintaining its wastewater and collection system.  This requires keeping the gravity system free of roots and in good repair in order to prevent blockages and keep excessive amounts of wet weather infiltration and inflow (I/I) from entering the system and causing backups and overflows.  It also requires on-going assessment of the condition of the system and directing capital expenditures to best maintain and extend its useful life.  Effective maintenance involves monitoring, repair, rehabilitation and replacement. 

 

Over the past eight (8) years the Authority has expended approximately $7,300,000 in sewer system rehabilitation and replacement projects, substantially reducing I/I.  Efforts to further reduce I/I and rehabilitate substantial portions of the Authority’s system are expected to continue.
