Proposed Zoning Ordinance Changes

CONSERVATION DISTRICT – These district regulations are designed to protect areas in the Township for the preservation and conservation of the natural environment and permit and encourage the retention of forested and open land; floodplain areas of streams, creeks and driveways; and non-intensive land uses located to constitute a harmonious and appropriate part of the physical development of the Township.

 The RC – Residential Country Districts are composed of residential areas in the Township with limited public utility service systems where low density, single family residential development on relatively large lots has occurred or appears likely to occur.  The regulations of these districts are designed to protect and stabilize these essential characteristics and promote and encourage a safe and healthful environment for family life.  To these ends, development is restricted to conventional low density, single-family detached dwellings and related land uses.

 R-1 – LOW DENSITY RESIDENTIAL DISTRICT – The R-1 – Low Density Residential Districts are designed to accommodate existing and future low-density residential development served by public water and public sewer.  A range of options is provided to encourage single family residential communities of various styles and densities, to promote greenways, and to protect natural resources.

 R-2 – MEDIUM DENSITY RESIDENTIAL DISTRICT – The R-2 – Medium Density Residential Districts are designed to accommodate existing and future medium-density residential developments served by public water and public sewer.  A range of options are provided to encourage single family residential communities of various styles and densities, to promote greenways, and to protect natural resources.

 R- 3 – HIGH DENSITY SINGLE-FAMILY RESIDENTIAL DISTRICTS – The R-3 – High Density Single-Family Residential Districts are designed to recognize traditional residential neighborhoods adjacent to the City of Harrisburg that developed on smaller lots and at higher densities than other single-family residential developments in the Township.  The District provides for compatible infill and/or reuse of the existing lots.  The areas have public water and wastewater facilities.

 R-4 – RESIDENTIAL URBAN DISTRICTS – The RU – Residential Urban Districts are designed to accommodate high-density development and a range of housing types.  Area suitability is based on direct access to a collector roadway with carrying capacity to handle existing and future traffic, availability of public water and sewer, existing development patterns, and growth potential.  A range of options are provided to develop residential communities of various styles and densities, to promote greenways, and to protect natural resources.

 BOR – BUSINESS – OFFICE – RESIDENTIAL DISTRICT – The BOR – Business, Office, Residential districts are intended to provide a suitable environment whereby specific commercial businesses and professional offices can be mixed with residential uses without undue harmful effects to such residential uses.  A range of options provides flexibility and innovation by permitting specific styles of mixed-use communities; conservation design subdivisions, and retirement communities. 

CN – COMMERCIAL NEIGHBORHOOD DISTRICT – The CN – Commercial Neighborhood Districts are designed solely to serve the needs of the surrounding residential neighborhoods.  Business activities should be limited in size and scale to be compatible with the size and scale of the neighborhood.

 CH – COMMERCIAL HIGHWAY DISTRICT – The CH – Commercial Highway Districts are designed to accommodate the needs of the highway traveler and to serve as the retail marketing centers for the entire Township.  These districts are expected to offer wide range of shopping and service functions.

 IG – INDUSTRIAL GENERAL DISTRICT – The IG – Industrial General Districts are intended to maximize the industrial potential by reserving areas for light and heavy industry and providing safeguards to lessen the impact on surrounding non-industrial districts.

 MU-1 – MIXED USE CORRIDOR – HIGH DENSITY DISTRICT – The MU-1 – Mixed Use Corridor Districts are intended to address the revitalization and adaptive reuse of land use within the Herr Street and Walnut Street corridors.  The district regulations address land use policies set forth in the Susquehanna Township Comprehensive Plan, including the encouragement of a mix of local-oriented, compatible commercial, retail, office and residential uses, rear access to properties, where possible; shared and/or public parking facilities located to the rear of the properties to limit curb cuts and traffic conflicts; and higher residential densities.

 MU-2 – MIXED USE CORRIDOR – SPECIAL PURPOSE DISTRICT (MU-2) – The MU-2 Mixed Use Corridor District recognizes the unique characteristics of Fort Hunter historic site and the surrounding neighborhood.  The intent of the mixed-use district is to preserve the historic integrity of the area, promote tourism, and provide a reasonable mix of small-scale specialty retail and residential uses.

 COL – COMMERCIAL OFFICE LIMITED DISTRICT – The COL – Commercial Office Limited Districts are intended to recognize the existing range of uses, which are located on the Front corridor south of the Rockville Bridge.  The commercial uses serve the needs of the corridor traveler, tourists, and office users.  These districts are expected to offer a limited range of shopping and service functions.

 CDO – CONSERVATION DESIGN OVERLAY DISTRICT – The Conservation Design Overlay District is intended to provide greater design flexibility, efficiency, and options for conserving open land and areas containing unique and sensitive natural features and reducing the infrastructure needs of development.  The District regulations implement adopted goals in the Susquehanna Township Comprehensive Plan, as amended, including to continue to protect environmentally sensitive areas and support preservation and expansion of green spaces and to continue to actively develop safe pedestrian connections to activity nodes, neighborhoods and recreational spaces. 

NONCONFORMITIES – All lawful uses of land or of a building, sign or other structure existing on the effective date of this Chapter may be continued, altered, restored, reconstructed, changed, sold or maintained even though such use may not conform to the use, height, area, yard and other regulations of the district in which it is located, provided such nonconforming conditions shall comply with the requirement.

 OFF-STREET PARKING – Off-street parking facilities shall be provided to lessen congestion in the streets.  The facilities required herein shall be available to patrons throughout the hours of operation of the particular business or use for which such facilities are provided.  As used herein, the term “parking space” includes either covered garage space of uncovered parking space located off the public right-of-way.  Residential off-street parking space shall consist of a parking lot, driveway, garage or combination thereof and shall be located on the lot it is intended to serve.

 SIGNS – This Part is designed to regulate and govern the use, erection, alteration, repair and maintenance of all interior signs and outdoor display structures together with their accessories and auxiliary devices so as to protect property values, lessen congestion of land and air spaces, provide against undue concentration of sign which distract and endanger traffic safety and traffic flow.
