HEALTH DEPARTMENT REPORT FOR SEPTEMBER, 2009

ENVIRONMENTAL INSPECTIONS
There were numerous inspections made on premises throughout the Township as a result of complaints, or scheduled survey and these premises were found to have either trash, weeds, or abandoned vehicles as the problem. These and other miscellaneous complaints were corrected or are in the process of correction through personal contact or letter notification.

 On September 2, 2009; David Dyer, Highway Superintendent and myself went through the Montrose Area to check the alleys for overgrowth of vegetation. Letters have gone out for the areas effected.

On September 2, 2009; I was notified of a dog bite at 3108 Schoolhouse Lane. The toy terrier was not vaccinated at the time of the dog bite. The mailman was bitten on his left ankle after one of the children opened the door and left the dog outside and the dog bite. The animal is under a home quarantine which ended on September 13, 2009. All of her shot had to be brought up-to-date and they were and a rabies and a health certificate be received by the close of business on Friday, September 18. All of the paperwork was received. Both the victim’s home and place of employment were also notified. The case is now closed.

On September 3, 2009; A Meeting a Dauphin County Area Agency on Aging concerning the resident at 3867 North 6th Street about assisting the resident with a huge accumulation of salvage goods and trash at the residence. Some other sources will be checked into to assist and report back to Dauphin County Area Agency on Aging.

On September 3, 2009; An Onsite Inspection occurred at Gaudenzia Sienna House for a complaint about bed bugs being apparent again at the complex and what steps they are taking to have this problem corrected. Also what maintenance they are planning for long term.

On September 3, 2009; An Onsite Inspection at 3108 Schoolhouse Lane to go over the quarantine statement and the procedure with owners of the dog and also explain the whole process when you dog bites a human.

On September 3, 2009; An Onsite Inspection at 140 Lucknow Road to check on the violations that the neighbor is asking to have checked on. A citation was issued for not keeping the grass cut and a yard inspection was also scheduled to check the inside of the yard next week.

On September 3, 2009; A Yard Inspection at 516 Sandra Avenue for an accumulation of salvage goods and the trash being present in the front of the property. Pictures were taken of the situation and a letter went out regular, certified mail, a phone call was made also to the owner of the property. Also a letter was placarded to the front door of the property. The accumulation needs to be removed by Tuesday, September 8 or citations will be issued.

On September 4, 2009; A Meeting to discuss the upcoming Pandemic and how this will effect the township. Those in attendance were Brad Reist, Brad Delancy, George Drees, myself and Chief Rob Martin. Plans were discussed as to how to proceed as the need arises.

On September 4, 2009; A Court Hearing at DJ Shugars office concerning Kolyo and Delia Spopotski at 620 Lescure Avenue about a vehicle being stored on private property without a plate. The vehicle was removed and the citation was dismissed.

On September 4, 2009; A Meeting with DEP about the 904 Grants and the new procedures to follow for the grants.

On September 8, 2009; A Yard Inspection at 140 Lucknow Road, ponds need to be emptied and will be rechecked on Thursday, September 10 to make sure that the ponds have been emptied. Also the brush accumulation needs to be put out for the trash which is on Saturday, September 19 and a follow-up inspection will be done on Monday, September 21, 2009 to make sure that the material has been removed.

On September 8, 2009; An Onsite Inspection at 3522 Schoolhouse Lane and the resident was placing ammo inside the trash bags. I was notified by Keith Hummel from Penn Waste about the problem. A personal visit was made to the residence about the bullets in the trash. They were removed and given to an adult who is a hunter. No one was injured during the situation.

On September 9, 2009; A Housing Code and Yard Inspection was conducted at 508 Altavista Terrace. No violations were noted either inside or outside. No additional violation letter was needed. The case is now closed.

On September 9, 2009; A Yard Inspection at 1319 Montfort Drive and no new violations wee noted at the property.

On September 9, 2009; A Personal visit to 1405A Hagy Way about the business using Waste Management for their trash instead of Penn Waste. They were receptive and I had them call and speak with Penn Waste concerning this matter. This was done and confirmed by Penn Waste. No further action was needed.

On September 9, 2009; An Onsite visit to the yard at 232 Forest Oak Lane and no violations were noted. No further action was needed.

On September 9, 2009; A discussion occurred with Gary Myers, myself, and Solicitor Bruce Foreman concerning bamboo and how to handle this problem with residents within the township. This is becoming an ever increasing problem.

On September 10, 2009; An Onsite Inspection at the lots of 1928, 1930, 1934 and 1936 Clayton Avenue for the owner at 1936 Clayton Avenue that did not have water to his residence. I advised the owner at 1936 that the pipe had burst some time ago and needed to be fixed before any water could be turned on. This case will be continued.

On September 11, 2009; An Onsite Inspection and meeting with Lamont Palmer at the property at 1101 Edgemont Road. Lamont was advised that the property has High Grass and Weeds and needs to be cut. The property needs to be secured and the mold remediation tests
It was stated had been completed and he is awaiting the results. Architects plans will be ready either today or Monday and will be submitted to Albert Wrightstone by the close of business on Monday, September 14.

On September 14, 2009; A Yard Inspection at 140 Lucknow Road. Containers were still filled with stagnant water. A note was left for the property owner and a return visit is scheduled for September 15 at 9:30a.m. to discuss the situation with the owner.

On September 15, 2009; A Yard Inspection at 140 Lucknow Road to discuss the standing water issue and the removal of the bamboo. The owner was advised of the yard waste collection and a re-inspection will be scheduled for Monday, September 21, 2009 to make sure that the bamboo and other brush were removed from the backyard.

On September 15, 2009; An Onsite Inspection at Weis markets concerning 4 complaints that were received about how things are being cleaned for the equipment in the deli area. I did a thorough check of all of the areas and nothing was noticed. I re-enforced what needs to take place for the cleaning of the equipment and sanitizing procedures. No further action is needed at this time unless additional complaints are received.

On September 15, 2009; An Onsite Incident at 1934-1936 Clayton Avenue to try and obtain water for the residents at 1936 Clayton Avenue. Patrolman Eric Nelson assisted with the situation to obtain water for the residents. Problem was solved and the residents have water. The case is now closed.

On September 16, 2009; An Onsite Inspection at 3816 Woodvale Court for a truck for lawn maintenance running across the street and hitting the neighbor’s garage. No one was in the truck at the time of the incident and no one was hurt. Structurally the house is fine but the garage needs to have a lot of work done. The residents are awaiting estimates for the damage.

On September 17, 2009; I attended the quarterly Pennboc meeting along with Albert Wrightstone at the Fire Mountain Restaurant in Mechanicsburg.

On September 18, 2009; 904 Grant was prepared and submitted for the 2008 Recycling year to DEP.

On September 21, 2009; A re-inspection at 2305 Canby Street. George Drees, Fire Marshal assisted with the re-inspection. It was noted that there was a lot of extra clutter in the house and the house was not clean. We both stated to the owner that we will be coming back at the end of October to do another re-inspection.

On September 21, 2009; An Onsite Inspection at Springhill Suites by the Marriott and they are not ready to have the snack bar opened. Another inspection has been scheduled for Friday, October 2.

On September 21, 2009; An Onsite Visit at Concentra Medical Center with David Dyer, Highway Superintendent and myself attending. We spoke with Liz Markey and Terri Arrojo, Administrator about the concerns that we as a township have concerning the DOT program and make sure that the township is doing everything that it needs to protect the township.

On September 22, 2009; I, George Drees, Fire Marshal, and Albert Wrightstone, Jr. all attended a class on Fire Suppression Systems and Fire Alarms at Kint Corporation. I was a very informative meeting for all.

On September 22, 2009; A Housing Code Inspection occurred at 2140 King Arthur’s Court, Apt.A-3 with various violations noted and a letter of violation went out to the management of the complex.
