SUSQUEHANNA TOWNSHIP
HEALTH DEPARTMENT REPORT FOR SEPTEMBER, 2007

ENVIRONMENTAL INSPECTIONS
There were numerous inspections made on premises throughout the Township as a result of complaints, or scheduled survey and these premises were found to have either trash, weeds, or abandoned vehicles as the problem. These and other miscellaneous complaints were corrected or are in the process of correction through personal contact or letter notification.

On September 3, 2007; A dog bite at 2300 Walnut Street at the garage. The dog was vaccinated and a home quarantine was allowed. The case is now closed.

On September 4, 2007; A meeting with Corkey Shunk about the new GIS System.

On September 5, 2007; A Yard Inspection with David Dyer, Highway Superintendent for 23rd Street and 2305 Oxford Court.

On September 5, 2007; A Re-Inspection at the property located at 2111 Herr Street with Albert Wrightstone, Jr. assisting and some of the violations were corrected and some of the violations still remain. Another re-inspection will be conducted in October.

On September 5, 2007; A Re-Inspection at 2305 Canby Street with Albert, myself, and George Drees to see on the progress with the cleanliness and the accumulation of clutter. Another re-inspection will occur in two weeks.

On September 7, 2007; Court hearings for Josephine Knoll of 2305 Canby Street. At the hearing were myself, Gary Myers, George Drees, and the neighbor Leslie Roberson. Representing Josephine Knoll were two case managers from Keystone Mental Health Services.
The judge ordered for the township to conduct inspections for every two weeks for 90 days and report back to him with the findings.

On September 7, 2007; Court Hearing with Fred Vergot over the property at 2125 Herr Street over an accumulation of salvage goods still remaining on the back porch. I was asked by DJ Shugars to examine the situation and report back to him on Monday, September 10, 2007. On September 10, 2007; all of the items were removed the case was dismissed.

On September 10, 2007; A Meeting with Michael Murphy with George Drees from Michael Murphy’s Rentals. This was concerning two locations; one on Shell Street and the other is the Parktowne Apartment Complex at 3800 Elmerton Avenue.

On September 10, 2007; An Inspection with Michael Murphy, George Drees and myself at 213 Shell Street, Apt. C-9 to see if the violations had been corrected. Previously; two citations had been issued because no one showed up for the re-inspection and the two violations from the initial inspection were issued citations.

On September 10, 2007; A Meeting with Ervin Ward at 4159 Beaufort Hunt Drive concerning the two dog bites which have occurred with his Husky over the last three weeks. Present for the meeting was also Diane Buhl, Dauphin County Dog Warden. A citation was issued by her for not having a current dog license for the dog.

On September 11, 2007; An Inspection occurred at 147 Lucknow Road with David Dyer, Highway Superintendent to check out and see what would be needed to have the buildings board up and made secure.

On September 11, 2007; A Re-Inspection at 124 Fort Hunter Road to check on the violations to see if they had been corrected and also to check on the on lot septic system which is not functioning.

On September 11, 2007; A Dog Bite occurred at the Pines Apartment complex while a friend was watching a dog, Staffordshire Terrier and got away and bit a little girl on the arm which she was attending. The animal is not vaccinated; but the person keeping the dog was not the owner.
A visit was made to see the dog and determine whether or not a home quarantine could be allowed and the person keeping the dog will get the animal up-to-date on all of his shots. A rabies certificate and health certificate and a certificate of all of the vaccinations was provided and the case is now closed.

On September 11, 2007; A Housing Code Inspection was done at 3673R North 4th Street and many violations were found both inside and outside of the property. A re-inspection is scheduled for late October.

On September 12, 2007; Training continued for the new GIS system with Corkey Shunk.

On September 12, 2007; Training with Heather, the new Health Officer for the City of Harrisburg. She will be working with the Dept. of Agriculture on the new GIS System for now and then coming back for additional training later in the year.

On September 13, 2007; a Skunk was removed and killed at 3811 Colonial Road and taken to the Dept. of Agriculture’s Vet lab. The animal was RABID and some stray animals are in the neighborhood which were watched closely and caught and taken to the Humane Society and put down. The case is now closed.

On September 13, 2007; A Yard Inspection occurred at 2300 Vartan Way over which property was their’s to cut for high grass and weeds and the matter was solved.

On September 14, 2007; A Court hearing for Mariet Glover at 2151 Locust Lane. The violation was removed and the citation was dismissed.

On September 17, 2007; An Inspection occurred at 3500 Walnut Street with George Drees, Fire Marshal assisting. Numerous violations were noted and a follow-up inspection will occur in October.

On September 17, 2007; A Housing Code Inspection occurred at Scottdale Apartment, A-1 for a leaky faucet. We are going to go back in on Friday, September 21, 2007 for a meeting with the Manager of the complex.

On September 18, 2007; A Re-Inspection at 2305 Canby Street with Albert Wrightstone, Jr. and two of her mental case works assisting with the inspection. Things are better but we have been court ordered by DJ Shugars to conduct inspections every two weeks for 90 days and report back to him as needed.

On September 19, 2007; A Housing Code Inspection at 2104 Walnut Street. Numerous violations were noted and a re-inspection will occur in October.

On September 21, 2007; A Re-Inspection occurred at Scottsdale Apt. A-1 to check and see if anything had happened. Nothing had changed so a formal letter was sent out to the owner of the complex to correct the problem.

On September 25, 2007; A Dog Bite occurred at 1314 Montfort Drive while neighbors were talking to each other. The dog is current on all of its shots and a home quarantine was allowed. The quarantine is to continue to October 6, 2007. So this is still an ongoing investigation.

On September 27, 2007; A Re-Inspection occurred at 3422 Schoolhouse Lane and great improvement was seen on the upstairs; as well as, the kitchen and den still staying cleaned up. Another inspection will occur in October. 3 citations have been already issued on this property.

On September 27, 2007; A skunk came into the Plum Bottom store at The Shoppes at Susquehanna Market Place; but no skunk was able to be found and trapped. No further investigation was warranted at this point.

On September 27, 2007; A Yard inspection occurred at 3401 North 4th Street at the request of Penn Waste for the resident placing too heavy of boxes out. The resident was told to separate the items more to have more distribution of weight in the boxes.

On September 28, 2007; A Re-Inspection occurred at Scottsdale Apartments A-1 and some progress has occurred with the leaky faucet. The resident will be moved to another unit and the unit will be refurbished before a new tenant occupies the apartment. A re-inspection will occur in late October.
