HEALTH DEPARTMENT REPORT FOR APRIL, 2010

ENVIRONMENTAL INSPECTIONS
There were numerous inspections made on premises throughout the Township as a result of complaints, or scheduled survey and these premises were found to have either trash, weeds, or abandoned vehicles as the problem. These and other miscellaneous complaints were corrected or are in the process of correction through personal contact or letter notification.

On April 5, 2010; An Onsite Inspection at 3511 Union Deposit Road to access the damages on the property. The property needs to be either torn down or remodeled and a letter has gone out to the owner of the property asking their intentions.

On April 5, 2010; An Onsite Inspection at 1000 Brittany Blvd., with Eric Naguski, West Nile Coordinator for Dauphin County Conservation District, to check on the status of the swimming pool in the backyard. A trap was set and if mosquitos were found to be present then Eric Naguski would contact me and appropriate action would be taken.

On April 6, 2010; A Court Hearing for Johnny Nguyen at 314 South Progress Avenue for snow removal. The property was never shoveled during the winter storms of February of 2010. Mother Nature did help but he was found guilty.

On April 7, 2010; A 2nd Recycling Meeting to plan for the Earth Day Celebration on Wednesday, April 21. Those in attendance for the meeting were: Gary Myers, Manager, myself, Mark Vottero, John Lundsted from DEP, Edward Ward, Jr. and Mona Mondo from Penn Waste, and Commissioner Sean Sanderson was also present to finalize the agenda.

On April 7, 2010; A 902 Grant meeting was also held to discuss the disbursement of the funds with the paperwork for securing of the dump truck and the leaf machines from the awarding of the grant.

On April 8, 2010; A Dog Bite occurred at 925 Wilhelm Road involving a 5 year old girl who had to have surgery from the dog bite. She was bitten by the Aunt and the Uncle’s husky dog which lives in the residence. The dog is current on his shots and is being quarantined offsite at 908 Green Street in the City of Harrisburg. The quarantines runs from April 8, 2010 through till April 18, 2010. Paperwork is due back by April 23, 2010 to me.

On April 12, 2010; A Dog Bite occurred at 2542 Alessandro Blvd while the victim was walking on the sidewalk with her son. The Yorkie bite her son on the left rear calf and caused a scratch. The dog is current on his shots and a home quarantine is being allowed. This case just came to so the quarantine starts today, April 15, 2010 and runs through till April 25, 2010. The paperwork is due back to me by the close of business on Friday, April 30, 2010.

On April 13, 2010; A Housing Code Inspection at 2400 Brown Street, Apt. #A and numerous violations were noted. Another re-inspection of the ceiling in the kitchen will occur on Thursday, April 15, 2010 to see if that violation has been corrected. Other violations included: Light fixtures-fire hazard, cracks in the living room and upstairs ceiling and the screens that needs to be replaced in the apartment. The later of the violations will be re-examined at the second re-inspection which is scheduled for Friday, May 14, 2010.

On April 13, 2010; A Housing Code Inspection at 3138 Brookfield Road with Albert Wrightstone, Jr. assisting with the housing code inspection. No violations were noted at the time of the housing code inspection. The case is now closed.

On April 14, 2010; I attended the quarterly training of CASA at North Hampton Municipal Building in Allentown.

On April 15, 2010; An Onsite Inspection at the proposed Tostino’s Restaurant to check on how the construction of the pizza shoppe is progressing.

On April 15, 2010; A Re-Inspection at 2400 Brown Street, Apt. #A to see if the ceiling and the flooring have been corrected. A re-inspection for the rest of the violations will occur on Friday, May 14, 2010.

On April 15, 2010; An Onsite Inspection at The Houses of Oakhurst to see if there were any violations present and there were. The grass needs to be cut in areas and some trash needs to be removed.

On April 16, 2010; An Onsite Inspection at The American Legion about an overflow of grease into the alley. Reports were examined and discussed with the Manager of the Legion.

On April 16, 2010; A Visit to 2548 Alessando Blvd. concerning the dog bite. The owners are not responding and a formal letter will be sent out to inform them to contact me about the vaccination for the Yorkie or the dog will need to be seized.

On April 16, 2010; A Meeting with Larry Kreiger who resides at 110 Miller Lane concerning his problems with Penn Waste and about his neighbors feeding cats.

On April 19, 2010; An Onsite Inspection at 1319 Montfort Drive with George Drees, Fire Marshal about a tree that was overextending onto the roadway. A letter of violation will be sent out by all the parties involved in the investigation.

On April 19, 2010; An Onsite Inspection at The Homes at Oakhurst with George Drees, Fire Marshal and stated what I discovered on April 15, 2010. A formal letter will be sent out to the owners of the property informing them of the violations and what needs to be done. A re-inspection will be scheduled for April 30, 2010 to make sure that the violations have been corrected.

On April 19, 2010; An Onsite Inspection in the backyard at 4236 Maple Shade Drive for the overgrowth of Dead Trees from the neighbor’s property. A formal letter will be sent to the property owner to have the dead trees removed.

On April 20, 2010; A Yard Inspection at 1000 Brittany Blvd. to access the status of the property. The property is continuing to deteriorate and a letter will be sent to the owners of the property to correct the violations.

On April 21, 2010; Earth Day Celebration here at the Township Building. Gary Myers, Manager was the Master of Ceremonies, I spoke concerning the start of the recycling program and to where we are today, Mark Vottero and John Lundsted from DEP, Commissioner Jeff Haste was in attendance, Kelly Wolf, Dauphin County Recycling Coordinator was present, Commissioners Frank Lynch, Sherri Levin-McConnell, Jody Rebarchak, and Sean Sanderson were also present. Speakers also included: Edward Ward, Jr. and Mona Mondo and both representing Penn Waste.

On April 21, 2010; A Meeting with Manager Gary Myers, David Dyer, and myself about 1000 Brittany Blvd. A letter of listing the violations present will be mailed out and a follow-up inspection will occur after the letter has been received. The property is to be rechecked on May 5, 2010.

On April 22, 2010; I attended the Pennboc quarterly meeting with Albert Wrightstone, Jr. at Excel Homes in Liverpool.

On April 23, 2010; An Onsite Inspection with the Chef at Giant to discuss Food Safety Concerns.

On April 26, 2010; A Housing Code Re-Inspection at Whisperwood Apartments, 3611 Brookridge Road, Apt. #301. All of the violations have been corrected and the case is now closed.

On April 27, 2010; A Yard Inspection occurred at 401 North Progress Avenue concerning the property at 403 North Progress Avenue at the request of the resident. Very high grass and weeds were present and excessive growth of vegetation and trees. A violation letter went out to the property owner with the correction of the violations to be done by Wednesday, May 5, 2010.

On April 28, 2010; A Meeting with DEP representative, Mark Vottero, myself and David Dyer, Highway Superintendent, and Dean Deitrich, Assistant Highway Superintendent about the 902 Grant that the township has been awarded and the disbursement of the money.

On April 28, 2010; An Onsite Inspection at the Sonic Drive-Inn due to the Fire Suppression System being released and the closure of the Restaurant until the store could be totally cleaned. They were closed until 10:15a.m. on April 29, 2010 until all of the cleaning had been completed.

On April 29, 2010; A Re-Inspection at 2201 Walnut Street, Apt. #B and #C with Albert Wrightstone, Jr. assisting. No one was present for the housing code re-inspection. Citations have been issued for the violations that were present at the initial inspection.

On April 29, 2010; A Yard Inspection occurred at 401 Wood Street with Albert Wrightstone, Jr. assisting to look at a very large uprooted Pine tree. A violation letter was sent out to have the tree removed off of the street by Friday, May 7, 2010. In the same letter it was stated that the remainder of the tree to be removed by May 21, 2010.

On April 29, 2010; The Quarterly Drug Testing was done by the township for the CDL licensing.

On April 30, 2010; A Housing Code Re-Inspection at 2103 Herr Street, Apt. #A and no one was present for the inspection. It was stated to me earlier that the tenant would be present for the re-inspection and no one was present. The Landlord did call to make sure someone was there and I stated that they were not. A re-inspection was scheduled with landlord then for Wednesday, May 5, 2010.

On April 30, 2010; A Housing Code Inspection was conducted at Apt. A-7 at The Pines Apartments for Bed Bugs. The Pines has already contracted with a Pest Control Company. No follow-up is needed unless I hear again from the tenant.

On April 30, 2010; A Re-Inspection occurred at The Homes at Oakhurst to see if the trash bags and the grass had been cut and it was. This part for now is closed.

On April 30, 2010; A Re-Inspection at 1319 Montfort Drive. Some concerns were still present and a discussion and re-inspection will occur when George Drees, Fire Marshal returns to see what additional measures the township will be taking to correct the violations.
