HEALTH DEPARTMENT REPORT FOR MARCH, 2010 |
ENVIRONMENTAL INSPECTIONS
There were numerous inspections made on premises throughout the
Township as a result of complaints, or scheduled survey and these
premises were found to have either trash, weeds, or abandoned
vehicles as the problem. These and other miscellaneous complaints
were corrected or are in the process of correction through personal
contact or letter notification.

On March 1, 2010; A Tour through the township rechecking the
sidewalks to make sure violations have been corrected. All of the
violations except two have been corrected and citations have been
issued for those still present.
On March 2, 2010; A Re-Inspection at the property at 3515 Nottingham
Way for a couch. The couch is gone but a vehicle is still present. A
violation letter has been sent out.
On March 3, 2010; A Housing Code Re-Inspection at 302 Oak Street.
The mold has been removed and everything is dried. Kilz paint has
been applied and the case is now closed.
On March 3, 2010; A Meeting with Mr. Chamberlin from Duncannon
Borough about assisting them with setting up their ordinances for
violations.
On March 4, 2010; A Housing Code Re-Inspection at 3605 Darby Road.
Tremendous progress has been made for cleaning out the property.
Another re-inspection will occur in early May.
On March 4, 2010; Rechecked the property at 3013 Crooked Hill Road
to check on the status of the situation. The situation has remained
the same and no change is present.
On March 4, 2010; A Court Hearing for 3013 Crooked Hill Road. The
case was dismissed because the property has been sold. A new
investigation will be conducted to access the situation and the
violations with the new owner.
On March 5, 2010; A Meeting with the owner at 4210 Crooked Hill Road
for the dog bite involving someone coming to their home and the dog
ran out of the house and bite the lady on the right hand. The animal
was current on its shots and is being quarantined at home. The
quarantine ends on March 14, 2010 and the paperwork is due back to
me by the close of business on Friday, March 19, 2010.
On March 9, 2010; Several Yard Inspections were being done through
the Mountainview area. 3 violations were noted and violations
letters have gone out. The violations are due to be corrected by
Friday, March 19, 2010.
On March 10, 2010; I attended the quarterly meeting of CASA at our
Giant here on Linglestown Road.
On March 11, 2010; A Yard Inspection at 3844 Cloverfield Road
concerning brush and leaves on two separate properties. One is on
Walnut Street and other property is on Hillcrest Road.
On March 12, 2010; Rechecked Cracker Barrel Old Country Store for
the dishwasher. The dishwasher was running too high on the chlorine
concentration. Everything was fine and the case is now closed.
On March 15, 2010; A Dog Bite involving another Officer. Patrolman
Travis Pidcock involving a Golden Retriever. The dog WAS NOT
vaccinated for rabies at the time of the dog bite. The dog was
running-at-large and the officer tried to secure the dog when he
grabbed his hand and left a scratch on the left hand. The dog is
being quarantined at home and will be required to have a rabies shot
in addition to providing the health certificate to me. The
quarantined started on Tuesday, March 16, 2010 and goes through till
Friday, March 26, 2010. They are required to have the paperwork back
to me by the close of business on Thursday, April 1, 2010.
On March 16, 2010; A Meeting with the contractors for the new Subway
at The Blue Mountain Commons. Everything is in order and everything
is being constructed as to the original plans for the restaurant.
Expected to open by the end of the month.
On March 16, 2010; I completed the first phase of the training for
the Garrison system with Doug Morris and Bobby McLean from the
Department of Agriculture, Region 2 out of Altoona. The training
with continue next Thursday with Doug Morris going out in the field
with me to get used to me using the equipment.
On March 16, 2010; A Visit with the owner of the dog at 3919 North
6th Street where Patrolman Travis Pidcock was bite. The quarantined
was gone over and the statement was signed. I viewed the dog and he
is fine health.
On March 17, 2010; An Onsite visit with the owners of the property
at 3832 Walnut Street to discuss the brush and the leaves in the
back of the property. It was determined at the time of the
inspection that the material was all on the property on Hillcrest
Road. Adjustments were made for the violation. The owner of the
property on Hillcrest Road also phoned and we discussed the
situation. He was advised to get as much of the material off of the
property with the yard waste collection that is this Saturday and
check on the property, Monday, March 22 to see what remains.
On March 17, 2010; A dog bite occurred at the home at 3810 Sunset
Drive with the mailman delivering the mail and being bitten on the
hand from a large Doberman Pincher.
On March 17, 2010; A Yard Inspection at 1000 Brittany Blvd. to check
out a complaint about the condition of the property. A follow-up
meeting will be done with Gary.
On March 18, 2010; A Meeting with Commissioner Sean Sanderson and
Commissioner Jody Rebarchak about Recycle Bank.
On March 18, 2010; A Meeting with William and Jacqueline Curry about
the Dog Bite involving their mailman. The dog was current on his
shots and is being quarantined at home.
On March 19, 2010; A Meeting with Andre about the property at 3419
North 6th Street about what is being done with the property. A
re-inspection will occur in April.
On March 19, 2010; An Onsite Yard Inspection at 4517 Mountainview
Road for violations. All of the violations have been corrected and
the case is now closed.
On March 19, 2010; An Onsite Yard Inspection with Michael Rohrer at
4712 Laurel Drive about water runoff. It was determined that the
runoff was coming from a spring in the Mountain.
On March 19, 2010; A Re-Inspection at 3525 North 6th Street with
Albert Wrightstone, Jr. assisting to see if the roof was fixed and
the interior violations were corrected. The roof appears to have
been repaired but the interior violations were still present. A
re-inspection will occur in early April.
On March 22, 2010; A Yard Inspection at 107 Park Street about the
neighbor’s burning in their backyard. The complaint was referred to
George Drees, Fire Marshal for further review.
On March 22, 2010; A Housing Code Inspection occurred at Whisperwood
Apartments at 3611 Brookside, Apt. #301 for roaches. Roaches were
present at the time of the inspection. A visit was also made to the
Manager on site in the office to speak with her about how they were
handling the complaint of roaches.
On March 24, 2010; A Housing Re-Inspection occurred at 3422
Schoolhouse Lane. At the re-inspection; tremendous progress has been
made in the upstairs. The bathroom has been repaired and the one
spare bedroom has also been repaired. A repeat re-inspection will
again occur in late April. Assisting with the re-inspection of the
property was Albert Wrightstone, Jr., Building Inspector.
On March 24, 2010; A Recycle Bank meeting with Gary Myers, Manager,
Commissioner Sean Sanderson, Commissioner Jody Rebarchak, myself,
Edward Ward, Municipal Contract Manager from Penn Waste, Mona Mondo
from Penn Waste also attended. The meeting was held to discuss about
the township switching over to Recycle Bank. Edward Ward is to check
into the matter more and get back to the township about how the
program would be started. Another meeting will be set up at that
time to see if this is feasible.
On March 24, 2010; A Meeting was held to discuss the upcoming
program for the Earth Day Celebration. Those in attendance were:
Edward Ward and Mona Mondo from Penn Waste, Gary Myers, Manager,
myself, Commissioner Sean Sanderson, John Lunsted from DEP and Kelly
Wolf from Dauphin County Recycling Coordinator. This was the first
in a series of planning meetings for the upcoming program. Another
one will be scheduled in early April.
On March 25, 2010; Extensive training continued on the Digital
Health System. This is the Garrison System to be used by the
township for restaurant inspections. I was assisted by Bobby McLean
and Doug Morris from the Department of Agriculture, Region 2. Doug
Morris went out in the field to begin to understand the system.
On March 26, 2010; A Housing Code Inspection at 2201 Walnut Street,
Apts. #B and #C. Albert Wrightstone, Jr., Building Inspector and
George Drees, Fire Marshall assisted with the inspection. A
violation letter has gone out with the violations present and a
re-inspection will occur on April 29 to see if the violations have
been corrected.
On March 29, 2010; A Housing Code Inspection occurred at 2103 Herr
Street, Apt. #A for various code violations. A letter has gone out
and a re-inspection of the property will occur at the end of April.
On March 29, 2010; I received a complaint about sparks coming from a
heat pump at 2201 Continential Drive. I responded with Rescue Fire
Company to see what was occurring. The heat pump was removed from
the electrical panel set up and shut off. The situation was taken
care of at the scene and no further action was needed.
On March 30, 2010; I toured the Dauphin County Recycling Center to
know what is available here right in Dauphin County. Brochures were
obtained about the facility and also placed on our website.
On March 31, 2010; An Onsite Meeting with Amanda from Lower Paxton
Township, Codes Enforcement about loose trash blowing from the
Harrisburg Stadium 14 over unto the neighbors on the other side of
the property. No loose trash was noted. No violation here in our
township. Amanda was going back to the complaint and informing them
of the findings. No further action was needed here in our township.
On March 31, 2010; A Re-Inspection occurred at 3 Linn Street, Apt.
#2 and Apt. #3 and all of the violations have been corrected. The
case is now closed.
