HEALTH DEPARTMENT REPORT FOR MARCH, 2008

ENVIRONMENTAL INSPECTIONS
There were numerous inspections made on premises throughout the Township as a result of complaints, or scheduled survey and these premises were found to have either trash, weeds, or abandoned vehicles as the problem. These and other miscellaneous complaints were corrected or are in the process of correction through personal contact or letter notification.

On March 3, 2008; A disposal of an additional 102 cases from the ground beef recall of patties where purchased on the commodity market through Susquehanna Township School District. 12.5 of the cases were consumed by students within the district. This was the second recall. The first recall had 31 cases to be destroyed.

On March 11, 2008; A Housing Code Re-Inspection at 3406B Old Orchard Road and all of the violations that were to be corrected and have been corrected. The case is now closed.

On March 12, 2008; A Meeting with David Dyer about 1212 North 21st Street, 2305 Oxford Avenue and a huge illegal dumping off of State Farm Drive which was turned over to DEP.

On March 12, 2008; A Meeting with Lynn, Albert and George about sending out letters and updated the section of the Codification Book for Unfit for Human Habitation section and the section also for signatures to include all three of us.

On March 13, 2008; A Meeting with DEP, David and myself to go out and look over the site for the dumping behind the Harrisburg State Hospital and what are we all going to do about this dumping.

On March 13, 2008; A Re-Inspection of the property at 3422 Schoolhouse Lane which there was some improvement and another re-inspection will occur at the end of April.

On March 14, 2008; A Housing and Yard Inspection at 3703 Green Street. George Drees, Fire Marshal, Lynn Roche, Health Officer, Albert Wrightstone, Jr., Building Inspector and Officer Ryan Reitheimer were the ones conducting the investigation. Numerous violations were noted both inside and outside and two separate letters will be going out to the resident.

On March 14, 2008; A Court Hearing for The Steakhouse and they have finally obtained a license but they were found guilty at the hearing with a reduced fine. The fines were for the cost incurred with the DJ’s office.

On March 14, 2008; A Court Hearing for 1105 Edgemont Road for Douglas Zook over allowing the neighbors to have high grass and weeds all through the growing season last year and never cutting the grass. They were found guilty. The violation has been corrected but this defendant used the system to wait until they started construction of a house before they cut the grass. The house next door is within 5 feet of this house.

On March 17, 2008; A Re-Inspection at 2401 Walnut Street and all of the violations that were previously there have been corrected. I am awaiting a slip from the plumber that did the work on the kitchen sink to ensure that it was done by a licensed plumber. It will remain open for one month and if not paperwork is received then a citation will be issued.

On Marcy 17, 2008; A Housing Code Inspection at 1300 North 26th Street with numerous violations being noted both inside and outside. A re-inspection of the property will occur in late April.

On March 18, 2008; A Re-Inspection of the property at 2305 Canby Street and no new violations were noted. Another re-inspection of the property will occur in late April as ordered by DJ Shugars.

On March 18, 2008; A Yard Inspection at 322 Woodland View Court for loose trash and the accumulation of water that remains after a hard rain and what the homeowner association plans to do about it to correct the problem. A violation letter has gone out to the homeowner’s association.

On March 18, 2008; A Yard Inspection was conducted at 3803 Locust Lane and there is a tremendous amount of trash and salvage goods present in the garage and in the backyard. A full housing and yard inspection has been issued for Wednesday, March 26, 2008 at 2:00p.m.

On March 19, 2008; A Meeting with Edward Ward, Jr. from Penn Waste about the upcoming meeting and helping to get all of the information needed from the commercial businesses and get it all coordinated to send into Dauphin County.

On March 24, 2008; There was a problem that arose with Penn Waste picking up Paxton United Methodist Church on Easter Sunday. A letter of apology was issued and a full month’s credit for all trash and recycling for the church was also issued. This was a matter where a driver took it upon himself to do this without getting the permission of the Operations Department to do so.

On March 25, 2008; A Housing Code Inspection was conducted at 153 Lucknow Road. Many violations were noted and a letter went out stating all of the violations and re-inspection of the property will occur in late April.

On March 25, 2008; A Re-Inspection of 540 North Progress Avenue which is the old Gulf Station on Progress Avenue to ensure that the light which was leaning unto North Progress Avenue was removed and it was. The case is now closed.

On March 26, 2008; A Meeting with David Alleman who is the property owner at 3853 North 6th Street. The meeting consisted of myself, Albert Wrightstone, Jr.,, and the owner of the property which is David Alleman. The property will be placarded on April 1, 2008 that it is UNFIT FOR HUMAN HABITATION. He is supposed to get back to me after the discussion as to what he would like to do with the house. He cannot live there once the property is posted; but he may come and go and clean up the property but cannot stay there overnight.

On March 26, 2008; A Yard Inspection at 3803 Locust Lane with Albert Wrightstone, Jr., did occur. Many piles of garbage piled high in the garage and on the side porch on the property. But we could not gain access to the inside of the structure; no one was home. A sterner letter has gone out stating that either she meets us for the housing and yard inspection or a warrant will be gotten to gain access to the property.

On March 26, 2008; A Meeting with the new owner’s of the former Michael’s Pizza and Deli which will be called Gabriel’s pizza. The meeting was done to see what may be needed to bring the restaurant up to codes. They are expected to open in April. A pre-operational inspection will be done at that time.

On March 26, 2008; A Meeting with Mr. Hi Wang to discuss the dog bite which he was the victim of on January 31, 2008. There is a court hearing scheduled for March 31, 2008 and he will be needed to testify at the hearing.

On March 27, 2008; I attended the quarterly CASA meeting at the Giant in Camp Hill on Listeria Monocytogenes and how to control this deadly parasite. This was a train the trainer course and I will be training the Restaurants in this course later this year.

On March 28, 2008; A Meeting at Weis Markets with the Manager of the store, Glenn Furman about the changing of the strips for sanitizing the meat room. It was agreed that the violation would stand because the new system was just installed but no citation will be issued. A repeat inspection will occur during the week of April 7, 2008.

On March 28, 2008; An Inspection of the fire suppression system and a regular routine inspection occurred at La Oaxaquena. The fire suppression system is fine and minor violations were noted on the inspection.

On March 28, 2008; A Re-Inspection occurred at 3927 North 6th Street at the request of DJ Shugars. All of the violations were corrected. DJ Shugars was advised of the outcome and the case is now closed.

On March 31, 2008; A Major meeting with Penn Waste and representing them were Scott Wagner, Edward Ward, Jr., Keith Hummel, and Kathy Marsch. From the township were: Gary Myers, President Jackie Patton, Commissioner Sherri-Levin-McConnell, Commissioner Sean Sanderson and Lynn Roche. The meeting was requested by Penn Waste to state what Penn Waste has done for the contract and any concerns and problems with the contract which is about ½ way and where we need to work on for the remainder of the contract..

On March 31, 2008; A Hearing for the property located at 2400 Brown Street owned by Lamont Palmer. The violations have all been corrected and the citation was dismissed.

On March 31, 2008; A Hearing for Garrett Garnet over a vehicle being stored without a license plate in the carport on his property at 304 South 31st Street. The vehicle has been removed and the citation was withdrawn.

On March 31, 2008; A Hearing for Howard Hirsch concerning his Beagle “Twinkie” which bite a delivery man from Sesame Kitchen. He was ordered to pay for the victim’s medical bills, pants and also supply the township with a Health Certificate. He is given till Friday, April 11, 2008 to produce the Health Certificate or a citation will again issued.
