ENVIRONMENTAL INSPECTIONS
There were numerous inspections made on premises throughout the Township as a result of complaints, or scheduled survey and these premises were found to have either trash, weeds, or abandoned vehicles as the problem. These and other miscellaneous complaints were corrected or are in the process of correction through personal contact or letter notification.

 On July 9, 2004; a Housing Code Inspection was conducted with a warrant for 2305 Canby Street after the owner of the property failed to allow the township to come in and access the
situation. Numerous violations were present and the owner of the property has until August 16, 2004 to reschedule another re-inspection or citations will be issued for each of the violations listed on the violation notice. A hearing also has been set for Monday, August 9 for the owner for two separate violations for not maintaining a maintenance program for the roaches in the property and also for not having a car which is road worthy. Another inspection did occur on August 26, 2004 and some of the violations were corrected; but some still remained. One more inspection has been scheduled for Wednesday, September 8, 2004 at 2:00p.m. to see if the remaining violations have been corrected. If not, citations will be issued. A full housing code inspection did occur on September 8, 2004 and none of the violations have been corrected and citations were issued for each of the violations being present. A hearing date has been set for the citations for Friday, November 12, 2004. At the hearing on November 12, 2004; the defendant did not show up for the hearing and DJ Shugars issued a warrant for her arrest for several citations from Lynn Roche, Health Officer, George Drees, Fire Marshall and the Police Department. A constable will try and bring the defendant in first and then the Township police will attempt to arrest the defendant. But the situation at the house still exists for clutter and roaches and mice. A court hearing with the Commonwealth at Dauphin County court was set for
Thursday, January 6, 2005 and was continued by the defendant until Thursday, February 10, 2005. The case was continued by the defendant and has been rescheduled for Thursday,
March 10, 2005. The case has been continued by the Judge hearing the case and it is now scheduled to take place on Thursday, May 5, 2005. The case did appear before Judge Scott Evans and the case was not heard. The reason is that the appeal date had passed and the case was thrown back to the decision that DJ Shugars made earlier. A new inspection was conducted on the outside of the property on May 2, 2005 for dog feces being present on the roof. The matter was not cleaned up and a citation was issued. A full housing code inspection is scheduled
for Monday, June 6, 2005. A full housing code inspection was conducted and many violations were found again at the residence. A repeat inspection is scheduled for Wednesday, July 13, 2005. If the violations are still present, the house will be placarded as UNFIT FOR HUMAN HABITATION and no one will be able to live in the residence until the whole situation is cleaned
up once and for all. On July 13, 2005; a full Housing Code and Yard Inspection did occur at the property with Albert Wrightstone, Jr., Building Inspector, Lynn Roche, Health Officer, DJ Shugars,
and Susquehanna Township police. The property was cleaned up much better than it has been; but there are still some violations present and another re-inspection is scheduled for August 17, 2005 at 9:00a.m. At the time of the re-inspection on August 17, 2005; Josephine Knoll was advised to clean up the basement or the house will be placarded and citations will be issued again. The final re-inspection has been scheduled for September 28, 2005. She asked to have the re-inspection postponed and it was postponed till Thursday, October 13, 2005. At the time of the re-inspection; some progress had been made. She will have one more re-inspection of the property on Tuesday, November 22, 2005. If all of the violations are not corrected; more citations will be filed. Plus the property could be posted UNFIT FOR HUMAN HABITATION if the property goes back to the original state. On Tuesday, November 22, 2005; no Housing Code Inspection occurred. The defendant called and rescheduled for Wednesday, November 30, 2005. At the time of the re-inspection; very little progress had been made and a citation will be issued. The defendant was advised. Another housing code inspection will occur after the beginning of the year. Another housing code inspection was scheduled for Friday, January 27, 2006. At the time of the inspection; it was noted that if the next door neighbor saw anymore mice; a professional exterminator would need to be brought into the situation. The next door neighbor did call me on Monday morning and she has been ordered to seek a Professional Exterminator by Friday, February 10, 2006 or citations will be done. A copy of my letter was also sent to DJ Shugars.
Another full Housing Code Inspection was conducted on Wednesday, February 8, 2006 and it was determined by Orkin who was represented by Edward Murphy, Sales Manager that she did in fact have a major infestation and needed to have a professional exterminator. Another Housing Code Inspection was also conducted on Tuesday, February 14, 2006 to see how the extermination treatment had effected the infestation of mice. Another inspection has been scheduled to see the conditions of the house on March 15, 2006. At the time of the inspection; some progress had been made with the level of clutter in the basement. Another inspection has been scheduled for Wednesday, April 19, 2006. The inspection was done on April 19 with the assistance of Ed Murphy from Orkin and the salvage goods accumulation in the basement was less but still some more work needs to be done. Ed Murphy volunteered his services to come back and do a free treatment for the roaches for the months of May and June. A follow-up inspection will occur in May after the next treatment. The owner of the residence at 2305 Canby Street did not contact Ed Murphy from Orkin for a pest control treatment. A formal letter will be
going out to inform her of contacting Orkin to have the treatment done. I was waiting till after the treatment to go back in and she did not follow through. A citation has also been done
for failure to follow up with maintenance schedule for the mice. A full housing code inspection was conducted at the property on June22, 2006 with Lynn Roche, Health Officer and Ed Murphy from Orkin Pest Control. At the time of the re-inspection; there was no additional accumulation of  salvage goods nor any more activity of rodents. Another inspection is scheduled for July 26, 2006. The inspection was rescheduled and held on Friday, June 28, 2006 with Lynn Roche, Health Officer and Ed Murphy from Orkin Pest Control. At the time of the inspection; no activity was noticed for roaches or mice at all. Another inspection will occur at the end of August.
Inspection was postponed until Friday, September 8, 2006. A re-inspection did occur on Friday, September 8, 2006 there was no active infestation present. A hearing is scheduled before the Health Board on Thursday, September 21, 2006 and they will make the determination as how things will proceed from here on. The results of the hearing of the Health Board were for Ed Murphy from Orkin and myself to go in and perform one inspection on October 27, 2006 and see what the conditions were and then come back once a quarter for the next year and re-address the issue in September of 2007. NEW-The results of the inspection were quite good. She needs to continue to remove items from the basement to reduce the fireload and also to keep things clean. A follow-up inspection will occur the end of January of 2007.

On July 26, 2004; a Yard Inspection was conducted at 3621 North 6th Street to look at the storage of salvage goods along the side of the house and on the back porch. The property owner has a large amount of salvage goods which needs to be cleaned up and a follow-up
inspection will occur towards the end of August. An inspection did occur on Friday, August 27, 2004 and some progress had been made; but another inspection is scheduled for Thursday,
September 30, 2004 to check on the situation. The inspection scheduled for this month was postponed due to the death in the family. Another re-inspection of the yard will occur in October.
A re-inspection of the property is scheduled for Tuesday, November 9, 2004. At another yard inspection on November 9, 2004; some of the salvage items have been removed and some of the items were still present. Another re-inspection of the yard will occur in the spring of 2005. Another inspection is scheduled for Wednesday, April 20, 2005 to access the progress on the
salvage goods. Progress has been made but a final inspection will occur in May to close the case. I did inspect the property again on May 24, 2005 and some progress was made. I am giving the owner another chance because she is elderly to the end of July to have the matter
resolved. A repeat inspection has been scheduled for July 14, 2005. A repeat inspection was conducted on July 14, 2005; and she was told that if the salvage goods are not cleaned up; I will be forced to issue citations. I will do another yard inspection in the early fall. Another inspection is scheduled for Monday, November 7, 2005. On Monday, November 7, 2005; a yard inspection was conducted and substantial progress was made. The case will be kept open due to the progress that has been made and will pick-up again in Spring of 2006. April 7, 2006; another yard inspection was conducted. There was little progress on the elimination of the salvage goods. It was stated that a final inspection will be conducted in July if the salvage goods still remains; a citation will be issued. A final re-inspection has been set up for August 15, 2006. Tremendous progress has been made in getting rid of the clutter and another yard inspection has been scheduled for Friday, September 15, 2006. NEW-The re-inspection of the property did occur but not much progress had been made and a citation has been issued.

On August 18, 2004; a yard inspection was conducted at 3422 Schoolhouse Lane with numerous violations present and a re-inspection of the property will occur in September. A Re-inspection did occur on September 15, 2004 and a citation was issued. All of the trash bags in the backyard remained in the backyard and the outcome of the citation is still pending. This citation has gone to a warrant and still waiting to be settled. The citation was claimed and paid
for; but the violation remains so I must start the whole process all over again. A violation letter will be going out shortly. A violation letter will also being going out on 6/2/05 for high grass and weeds at the property. Another series of citations were issued on the property. This makes two
citations on this property within the last six months. If this situation doesn’t get cleaned up by the resident; the township will come in and clean up the matter and then bill the resident for the services of the highway department. The property finally got mowed by the owners of the property but I have sent out another notice concerning the trash to try one more time to get the
owners of the property to comply. If not, the highway crew will be called into clean the property up and the owner be billed, as well as, cited for allowing trash to continue to accumulate. Another
citation was issued for the trash accumulation and this is a second offense. The fine will be larger for the second offense. The citation that was filed in late June was paid for in full by the defendant. A driveway was noticed that the grass has not been cut and a letter informing her to cut the grass and also about the remaining trash bags is going out shortly. A re-inspection will be scheduled the beginning of June to access the situation. An inspection of the property was done and the grass is being cut; but trash bags are still there. A letter has been sent out informing the property owner what needs to corrected or another citation will be issued.

On October 18, 2004; a yard inspection was conducted at 106 Wood Street. The owner of the property is planning to demolish the house and put up a modular unit in the
beginning of 2005. I have given an extension to the property owner to determine when this is going to occur and he needs to report back to me by the beginning of December. I did not receive a call from the owner of the property at 106 Wood Street and a re-inspection of the property will occur in January of 2005. The project did not start as planned due to the weather
And cold temperatures. The project will not start to warmer weather towards the end of March or April. The property has been sold so the whole process will need to start over with the new owners to clean up the property. A letter will be going out to the new owners of the property. I have not received a response as of yet. A certified letter will be going out shortly. A certified letter did go out on June 28, 2005 by certified mail and the owner did reply via phone and I will wait till the middle of July 15, 2005 for an answer; then we will take whatever steps are necessary to have the matter resolved. The owner of the property did contact me and he is pursuing a loan to work on the project and needs to be wait for the response from the bank. Once I know the status of the loan request then I will put this project on a time frame. The owner of the property has until Wednesday, August 31, 2005 to submit what he plans to do with the property before citations are issued. A letter was submitted stating that a potential buyer maybe coming through. A re-inspection of the property indicated that no violations existed presently on the property. The owner of the property did call and speak with me and has received a loan for demolition of the property. The demolition permit has not been applied for and a letter will be going out to have a strict timeline and expected date of demolition to be listed. A demolition permit was obtained on
November 15, 2005 to have the house demolished. The owners of the property are planning to have the structure demolished this coming Spring and a new home built there and then sell the property by the end of the summer. The home at 106 Wood Street has been completed demolished and removed from the property. Plans will be submitted to Albert for review within the month and a new home should be going up shortly. Plans were submitted to Albert Wrightstone on Friday, April 21, 2006 and Albert is now reviewing the plans. Albert did review the plans and is waiting on the revisions from the owner to proceed. The owner did submit revisions of plans to Albert and he is reviewing them and will then inform the owner. The building permit has been issued and Albert is awaiting the owner picking up the permit and beginning the building process. NEW-The owner of the property did pick up the building permit and will start the project in the spring of 2007 as weather permits.

On January 6, 2005; a Pre-Bid Meeting with held with Lynn Roche, Health Officer, Bruce Foreman, Township Solicitor, and Gary Myers, Manager to discuss the upcoming bid specs for the new trash contract to begin in 2006. On February 15, 2005; a second pre-bid
meeting did occur with Bruce Foreman, Township Solicitor, Lynn Roche, Health Officer, and Gary Myers, Manager. Another draft has been completed and a third pre-bid meeting will occur on Thursday, March 3, 2005. Another meeting occurred with possible haulers for obtaining the
contract on Wednesday, March 30, 2005. Comments are due back from the haulers by April 15, 2005. Comments were received by all three haulers and they have been evaluated by our Solicitor, Bruce Foreman and changes have been made. Another meeting was held after the Health Board meeting on Thursday, April 21, 2005 at 12:45p.m. Final revisions are being made
and the final bid specs should be going to the Board of Commissioners at the June meeting. The bid specs did go out to four haulers and a mandatory pre-bid meeting has been scheduled for Monday, August 1, 2005 and the opening of the bids will be on Monday, August 8, 2005 at 3:30p.m. There was a technicality with the bid from Penn Waste and the Board of Commissioners elected to re-bid the trash contract. The new bids will be opened on Friday, September 2, 2005 at 9:30a.m. and hopefully awarded at the Board of Commissioners Meeting on Thursday, September 8, 2005. The bid was awarded to Penn Waste. We are working with the new hauler to make the transition as smooth as possibly can be made. A flyer will be going out to the residences in the middle of November about the new changes to the contract and their
date of collection. The flyer will be mailed to residents of the township about the new trash contract by the end of the week on December 2, 2005. The recycling bins will start being
delivered during the week of December 5, 2005. Another flyer will be going out with the recycling containers informing the residents of when there trash and recycling will be collected. The flyer did go out with the new recycling binds and a meeting with the new drivers and loaders was held on Wednesday, December 22 to prepare for the new contract. The new contract begins on Monday, January 2, 2006. The new contract seems to be proceeding very well. Minor problems but for the most part things are going quite well. The woody waste issue and some other minor problems still needs to be worked out. A woody waste proposal will be decided at the April Board meeting on April 20. The Board of Commissioners did pass the Woody Waste agreement proposed by Penn Waste and will be sending out a woody waste flyer with the 3rd quarter billing.
A proof of the flyer will be available for May 11 meeting. The Yard Waste flyer has been finalized and will be going out during the 1st full week of June to the residents. The yard waste bins have arrived and will also be delivered during that same time period. The first collection of yard waste did occur on Saturday, June 17 and will continue each month on the 3rd Saturday of each month. The next one is scheduled for July 15, 2006The 2nd collection of the yard waste did occur and was quite heavy. Additional trucks will be added for the collection in August. 3rd collection went very well. 4 trucks were added to collect the material and it was collected in about 8 hours. The fourth collection of the yard waste collection occurred on Saturday, September 16, 2006 and things went quite well. No major problems. There is one more collection for the year and that is scheduled for October 21, 2006. NEW-The last collection for the year 2006 was completed on Saturday, October 21, 2006 and everything went very well. The yard waste collection is now completed for the year.

On May 2, 2005; Housing Code Inspections did occur at 2305 and 2307 Canby Street concerning an accumulation of dog feces in the backyard at 2305 Canby Street and also on the
roof off of the one bedroom. A re-inspection of the property did occur on May 9, 2005 and the dog feces remained on the roof and in the backyard. A citation was issued for the accumulation
of feces on the property creating a nuisance for the neighbors. A full housing code inspection has been set up with Lynn Roche, Health Officer and George Drees for Monday, June 6, 2005 at 9:00a.m. to re-examine the whole situation. A hearing is set before District Justice Shugars for Thursday, July 7, 2005 at 2:00p.m. to determine the outcome of the citation. At the time of the
hearing; DJ Shugars decided to wait until after the full housing and yard inspection to take place. He also accompanied Lynn Roche, Health Officer, Albert Wrightstone, Building Inspector with
police assistance to inspect the whole house and backyard. At the time of the inspection; the yard was completely cleaned up and the charges on the dog feces was dismissed. The accumulation of trash and salvage goods in the basement had accumulated and a re-inspection is scheduled for Wednesday, August 17, 2005. The house will be placarded UNFIT FOR HUMAN HABITATION if the conditions did not improve more as before. A re-inspection is scheduled for September 28, 2005 and citations will be issued if not totally cleaned up. It was postponed until Thursday, October 13 for court reasons for her. At the time of the re-inspection;
some problems still remained and another housing code inspection is set up for Tuesday, November 22, 2005. At that time; all of the violations must be corrected or citations will be issued again for the violations remaining. A re-inspection of the property did not occur as previously set up on November 22, 2005; no one answered the door. The defendant did call and requested a new housing code date and time. The housing re-inspection was conducted on Wednesday, November 30, 2005 at 9:00a.m. There was no significant change in the situation. A citation will be issued and re-inspection of the house will be done in January of 2006. A full housing code re-inspection was conducted on Friday, January 27, 2006 at 2305 Canby Street. At the time of the re-inspection; it was determined that she was having some mouse trouble. It was noticed that there were bate boxes and sticky boards present throughout the house. It was made clear to the owner of the property that if the neighbor was experiencing a mice problem that a professional exterminator would have to be obtained. I received a phone call from the next door neighbor on Monday, January 30, 2006 and at that time she stated that she has killed 4 additional mice over
the last weekend. It was stated in a letter that she needs to obtain a professional exterminator by Friday, February 10 or citations will be issued until the matter is resolved. A full new housing code inspection was also conducted on Wednesday, February 8, 2006 with Ed Murphy from Orkin assisting with the inspection. From the inspection it was determined that the property at 2305 Canby Street had a major infestation of mice and needed to have a professional
exterminator be contracted to get rid of the problem. Another housing code inspection also occurred on Tuesday, February 14, 2006 to access how the first treatment for extermination went and if any new activity was seen. Another inspection occurred on March 15, 2006 and the clutter in the basement had diminished about 40%. More improvement is needed and another inspection is scheduled for April 19, 2006. At the inspection on April 19, 2006; the yard was very impressive. No leaves and no dog feces present. The inside was cleaned up more; except for the back room under the American Flag which still has an accumulation about 40%. Ed Murphy from Orkin volunteered his services to come back for FREE for the months of May and June to help her with this situation. I thought this was extremely generous. The owner of the property did not call Orkin and set up the appointment. A citation has been issued for failure to continue with the maintenance for the mice and a letter also will be forthcoming concerning keeping up with the maintenance of the mice. A re-inspection of the property did occur on Friday, July 28, 2006 with Lynn Roche and Ed Murphy from Orkin assisting with the inspection and there was no evidence of any activity for mice or roaches and we will continue to monitor the situation and conduct a re-inspection at the end of August. A re-inspection has been postponed until Friday, September 8, 2006. A re-inspection of the property did occur on Friday, September 8, 2006 and there was no active infestation present at the property. Where we go from here will be decided at the Health Board Hearing on Thursday, September 21, 2006. NEW-The results of the Health Board Hearing require that a re-inspection of the property occur on Friday, October 27 and if everything looks fine to go from this point on to a quarterly format for the next year and then re-addressing the situation at the September Health Board Meeting in 2007.


On July 27, 2005; a yard inspection occurred at 619 Lucknow Road and a violation letter has been sent out with numerous violations for the structure and the yard in an abandoned house. If the violations are not corrected; the highway crew will be asked to clean the yard up and secure the structure. Citations were issued in August against the owner and on August 30, 2005;
the Highway crew did clean up the property after numerous inspections and no contact with the owner. The property is cleaned up and will be boarded up to be secure. The property has been
made secure and bills have gone out to the owner of the property and I am waiting for a reply. The owner did not pay the bills and a lien will be placed upon the property. This lien will have to
be satisfied before a clean title can be acquired for the property at the sale of the dwelling. The owner of the property did not respond and pay the bills. Liens will be placed for the clean-up totally of the property. The property will be monitored as we go into Spring. A new inspection of the property occurred on April 6 and April 11 to access the situation. The highway crew went in and mowed the weeds and secured the back of the house and the side which had a few holes present. The property will be continued to monitored throughout the summer. A re-inspection did occur in June and the property will be cut again. The property was cut again by the highway crew in July and will continue to be monitored throughout the mowing season. NEW- A citation has been filed against the owner and I am awaiting the outcome of the citation.

On September 7, 2005; an inspection occurred in the yard and the alley at 3703 Green Street. Another inspection occurred on September 26, 2005. But at that time it was postponed until Friday, September 30, 2005. At the time of the inspection; the yard had some of the salvage goods removed and we were able to see inside the other two apartments. A letter was sent out giving the owner of the property until November 30, 2005 to comply. Another re-inspection will occur at the end of the month to see if all of the violations have been corrected. Another re-inspection is scheduled for Friday, December 2, 2005. A yard inspection was conducted and the
items in question were removed. A re-inspection of the inside of the property needs to take place
to close the case. A re-inspection of the property will occur at the end of April. The re-inspection has been put off due to severe illness in the family and will be done at a later time.

On November 21, 2005; a re-inspection was to have occurred at 3800 Elmerton Avenue at Parktowne Apartments at Apartment #2 but the tenant was being evicted. The management company just has taken possession of the apartment and we are allowing them to have time to make the necessary corrections. A repeat inspection will occur towards the end of December or early in 2006. Repairs are still being made and a re-inspection will occur either later in January or February of 2006. Repairs have not been completed and should be finished by the end of March with a re-inspection occurring shortly there after. NEW-The apartment complex is still finishing the work on the apartments to be re-inspected.

On January 9, 2006; a meeting with Janet Straw about her neighbor’s cats and try to come to a solution to the problems of stray cats in the neighborhood. In February, an
additional letter went out to help with the situation. A citation was issued in March against the neighbor for feeding all the cats in the neighborhood and I am awaiting the outcome of the citation. A citation was issued for the neighbor feeding the cats in the neighborhood. A court hearing date is set for Thursday, May 11. The court hearing the defendant was found not guilty
and another letter was sent out to the resident and another citation will be issued if the complaints do continue. An additional letter was sent out to the owner of 1113 Whitehall Drive concerning the running-at-large of cats and if the matter is not corrected; another citation will be issued. -A citation has been issued for running-at-large of the cats. A hearing will be held on September 1, 2006 to determine the outcome of the citation. A court hearing with Janet Straw and Shirley Turner over cats and the citation was dismissed. A new ordinance was written and is now being advertised and will be available for adoption at the October 12, 2006 meeting. NEW-A copy of the new Ordinance was mailed to each of the residents and I am awaiting any new situations that may arise.

On April 20, 2006; Josephine Knoll hearing before the Health Board and she was defeated for 2 motions. One involved the invoicing of her to pay for the extermination of the next door neighbor and the other for Lynn Roche to stop inspecting monthly. NEW-She is still required to have routine maintenance from a pest control company to make sure that the mice problem is under control. She did not contact Ed Murphy from Orkin which stated that he was willing to provide services for Josephine Knoll at no cost to her for the next two months and she did not call. She is required to do so and a citation has been issued. NEW-A housing code inspection was scheduled for June 22, 2006 and the fireload of accumulation of salvage goods has not increased and additional bait stations were placed by Ed Murphy and we will check them on the next scheduled inspection in July. A re-inspection of the property occurred on Friday, July 28 and everything looked really well. The fireload continues to go down and there was no new evidence
of activity for either mice or roaches. Another re-inspection of the property will occur at the end of August. A re-inspection of the property will occur on Friday, September 8, 2006 to have one more inspection before the Hearing before the Health Board on Thursday, September 21, 2006. NEW-The Health Board at the September Board meeting decided to have one more inspection
scheduled for Friday, October 27, 2006 and then if the inspection was fine to go to quarterly inspections till the following September Health Board meeting in 2007 and address the situation again.

On May 24, 2006; a Housing Code Inspection was conducted with myself and Albert Wrightstone at 4742 and 4744 Tuscarora Street to access the progress. Progress has been made but the dwellings are still not livable.

On June 9, 2006; Hepatitis A and a Combovax Clinic was conducted for the employees of the township and 29 employees and firemen participated in the clinic. The second series for the Combovax vaccine was conducted on Friday, July 14, 2006 and everyone who needed to get the second series did. Last series will be in December of this year. NEW-The last in the third series will be conducted on Friday, December 15, 2006 to complete the series for everyone.

On June 13, 2006; a Housing Code Inspection was conducted at 1005 Cherrington Drive with George Drees, Fire Marshall assisting and a repeat inspection will be conducted weekly until the matter is corrected. George Drees and I are not noticing much improvement; so we have scheduled a full housing code re-inspection to occur on Tuesday, August 8. George Drees and I have been to 1005 Cherrington Court on August 8, 2006 and August 28, 2006. There was a tremendous amount improvement over the clutter. Inspections will continue in September. Inspections at 1005 Cherrington Court did occur on September 5, 2006 and also on September 25, 2006. Some work still needs to be done to lower the fireload in the residence. A re-inspection of the property did occur on October 9, 2006 and also on October 30, 2006. There is still considerable fireload still remaining at the property. NEW-A re-inspection is scheduled for Tuesday, December 4, 2006 to access the situation.

On June 20, 2006; an Inspection at Cottman Transmission with George Drees, Fire Marshall, Michael Rohrer, Zoning Officer, and Lynn Roche, Health Officer about the numerous cars that are being stored at the property and the next store property at 2224 Walnut Street. Area continues to be monitored.

On July 3, 2006; a Housing Code Inspection at 4535 Deer Path Road did occur with Lynn Roche, Health Officer, Susan Egolf, representing PMI and the owner of the property and we are all waiting on the insurance company to set up a schedule to have the carpeting removed and new carpet applied following a water leak.The problem has not been solved because of the occupant’s surgery and should be finished in September or early October. NEW-The tenant has been contacted but is not cooperating with Property Management to allow them to finish the job


On August 16, 2006; a yard inspection at 2440 Ionoff Road for a tremendous amount of trash that was left behind. The owner of the property has not paid a trash bill since the start of the contract. Pictures were taken and a citation was issued. A court hearing is scheduled for early November. NEW-A court hearing did occur on November 6, 2006 and the defendant was extremely nasty to everyone in the room and the case was dismissed. A different judge heard the case due to medical leave for DJ Shugars and she felt that since the trash accumulation was present only once that she should receive reprieve from the incident.


On August 18, 2006; a yard inspection of 733 Wilhelm Road occurred and a letter stating to the owner what needs to be done has been sent out a re-inspection will occur in September. NEW- The owner of the property did contact me and he is going through serious health problems and asked for an extension through the end of November and the extension was granted for the removal of the vehicles. The grass needs to be cut by the correction date. NEW-An extension was granted for the whole property to be cleaned up by the end of the year.


On August 22, 2006; an onsite inspection with Vince Butts from the Susquehanna Township Sewer Authority, Dean Deitrich from Susquehanna Township Highway Department and employees from the American Legion over the grease trap overflowing unto the alley. The American Legion was advised that they are responsible for all of the damages caused to the street and any expenses incurred by either agency. A new policy will be sent out in September for grease traps because of this incident.

On September 6, 2006; a Preliminary meeting for the 902 Grant application occurred with Edward Ward from Penn Waste and Lynn Roche from Susquehanna Township. NEW-On October 10, 2006; application was made for the 902 Grant and the township should hear the results the beginning of 2007.


On September 8, 2006; a Court Hearing with Robert Candidate hearing at DJ Shugars while the defendant was released from jail and paid the fines. He has sold the property over to his daughter and she is now responsible for the property. Two citations were issued and I will be issuing additional citations. NEW-A court hearing is scheduled for Tuesday, December 12, 2006

On September 20, 2006; a Housing and Yard Inspection occurred at 3204 Andrea Avenue with Albert Wrightstone, Jr. and Lynn Roche. Violations were found a letter was sent out with a re-inspection in early November. A re-inspection is scheduled for December.


On September 21, 2006; Hearing for Josephine Knoll before the Health Board. It was determined that she is no longer responsible for paying for the next door neighbor’s pest control
and inspections will continue for the next year. NEW-Inspections will continue for the next year based on the decision made by The Health Board and re-address the issue next September.


On September 27, 2006; a Housing and Yard Inspection at 1511 Wandering Way with Lynn Roche and Albert Wrightstone, Jr. assisting and there were some violations that were noted and a re-inspection of the property will occur in early November. NEW-A Re-Inspection did occur on November 8, 2006 and all of the violations have been corrected. The case is now closed.

On October 9, 2006; a Re-Inspection of the property located at 1005 Cherrington Court and also a re-inspection also occurred on October 30, 2006. Violations were still present and George Drees and myself will be going back in November.

On October 10, 2006; Submission of the 902 Grant was completed and sent in and the township will hear the results in 2007.


On October 23, 2006; a Housing Code Inspection due to a Water main break occurred at 105-107 Shell Street with numerous violations and a repeat inspection is scheduled for November. NEW- A Re-Inspection of the property did occur on November 15, 2006 and some of the violations have been corrected and others still remain. A final re-inspection is scheduled for December.

On October 23, 2006; an Onsite inspection was done with the NEW Asian Restaurant called Okini to be located at 3402 Walnut Street about renovations to the facility.

On October 25, 2006; a Housing and Yard Inspection was conducted with the properties located at 619 and 621 Lucknow Road to access the situation. NEW-A citation has been filed against the owner of the property for now maintaining the property.

On October 26, 2006; a pre-construction meeting was held with the Sewer Authority for the project to be starting on Monday, November 6, 2006 on 39th Street.

On October 26, 2006; a Meeting with C & T Designs and Equipment Company about the new remodeling being done at Nationwide Café to be started in December and continue through February of 2007.

On October 27, 2006; a Housing Code Inspection was done at 2305 Canby Street with Ed Murphy from Orkin to access the mouse and roach situation and it was found that no new activity did exist and additional boxes were placed by Orkin at no charge to the owner of the property and will be rechecked in late November. No additional inspection will be done from the Health Office until January unless a problem develops.

On October 30, 2006; a Housing Code Inspection was conducted with George Drees, Fire Marshall at 1005 Cherrington Court to see the progress on the accumulation of clutter. Some has been removed; but inspections will continue into November. NEW-A re-inspection of the property is scheduled for December 4, 2006.

On November 1, 2006; a full housing code inspection occurred at 3027 Walnut Street with numerous violations being sited and a citation being issued for not keeping heat for the tenants in the apartment as our ordinance states.

On November 3, 2006; a Flu Shot Clinic was held here at the Township Building for the staff from Susquehanna Township. The clinic was held by Maximum Healthcare.

On November 6, 2006; a yard inspection for high grass and weeds was conducted and no violations were noted.

On November 8, 2006; a meeting with the Detectives concerning some possible criminal matters with one of our local massage establishments.

On November 13, 2006; a meeting at West Hanover Township with Gary Myers, Albert Wrightstone, Jr., Michael Rohrer, and Lynn Roche over looking at a new GIS system to use in place of the current Geo Permit system.

On November 13, 2006; a court hearing over the living conditions at 3027 Walnut Street at DJ Shugars courtroom. A substitute judge was present due to the DJ being on medical leave.

On November 14, 2006; an Executive Board Meeting was held at the township building for CASA.

On November 15, 2006; A routine inspection occurred at the Ultimate II Massage Therapy salon and everything was in order and the facility passed.

On November 15, 2006; a Re-Inspection of the property located at 105-107 Shell Street and some of the violations have been corrected but some still remain. Another repeat inspection will be conducted in December.

On November 15, 2006; a yard inspection was conducted at 3416 North 6th Street with numerous yard inspection occurred and a repeat inspection is scheduled for December.

On November 15, 2006; a yard inspection occurred at 1113 Whitehall Terrace to check on the ramp and issues concerning the ramp. No violations were noted.

On November 17, 2006; a public flu clinic was held at the township building. The flu clinic was conducted by Maximum Healthcare.

On November 27, 2006; a meeting was held with Cork Shunk from CS-Graphics with Gary Myers, Albert Wrightstone, Jr. and Lynn Roche about the prospect of the new GIS system for violations and tracking of permits.

On November 28, 2006; a Court Hearing located at Dauphin County as a witness for the property located at 3416 North 6th Street for a civil case between the two neighbors.

On November 29, 2006; a meeting with the Humane Society concerning the lack of information provided to the township and also how to remedy the situation and the new proposal for 2007.

On November 29, 2006 and November 30, 2006; yard inspection for an unlicensed vehicle and also violations from the neighbors on Park Road for erosion run-off unto the property owned by Harrisburg Gardens.
