On Friday,
December 12, 2003; a meeting was held with Lynn Roche, Health
Officer, David Dyer, Assistant Highway Superintendent, Gary Myers,
Manager, Mark Vottero, Planning and Recycling Coordinator for DEP,
and Daniel Lapato, Soils Scientist for DEP. This meeting was held to
begin to implement a program where the township will begin to
pick-up yard waste. The new program will begin in 2004. Another
meeting was held between the staff here to begin the recycling of
brush curbside in the fall of 2004. An additional meeting with DEP
will be set up in February 2004 to implement the program. Another
meeting was held on Friday, February 20, 2004 with DEP and Tom Stang
from Waste management concerning yard waste collection and Christmas
tree collection to be in compliance with Act 101. Another meeting
with DEP is scheduled for Friday, April 30, 2004. We will be
submitting an Act 902 Grant to purchase the equipment with 90%
re-imbursement due back to us from the State DEP. The application
has been mailed and are awaiting a response. On May 24, 2004; a
meeting occurred concerning the new 902 Grant and the Recycling
Center out at Fort Hunter. The application was mailed into to meet
the Friday, June 4, 2004 and we are awaiting the response. On July
7, 2004; another meeting occurred with DEP about the Fort Hunter
site and negotiations continue with the new owners to take over on
August 7 and the Township. Another meeting also occurred on July 26,
2004 with attorneys for both of the Township and the Kennedy’s to
further discuss the contract which will be drawn up to extend the
use of the facility with DEP requirements. We are still working
towards preparing for the Brush Clean-up which will occur during the
week of September 13 through September 17, 2004 to begin to meet DEP
requirements for curbside collection of brush and yard waste. The
leaf collection went very well for the first time through and the
next one will take place in May of 2005. We are still waiting on the
grant for the equipment. At the endof December and through the month
of January of 2005; we are picking up the Christmas trees and having
them recycled at the site at Fort Hunter owned by Jim Hoffer. We are
still awaiting results of the 902 grants which should be announced
during the month of February or March. The grant was awarded to the
township. Susquehanna Township received full funding to the total of
$239,378.00 The actual check will awarded later in the Spring. The
township was awarded $239,378.00 from the 902 Grant. The recycling
grant will allow the township to purchase a recycling grinder which
is very much needed to keep the township in compliance with Act 101.
The township is conducting it’s Spring Brush Clean-up during the
week of May 2 through May 6, 2005. The brush clean-up was delayed
due to the fact that the newsletter was late going out. It was
extended through the second week of May. Paperwork has been received
for the re-imbursement of the funds for the horizontal grinder. We
will be able to proceed with the purchase this summer. On July 11,
2005; a meeting was held with David Dyer, Highway Superintendent,
Gary Myers, Manager, Lynn Roche, Health Officer, Mark Myers from
Stephenson Equipment, Inc. and Mike Utterback, Bandit Industries.
The horizontal grinder has been ordered and should be received in
around September 1, 2005. Paperwork was sent in the grinder and now
we wait for DEP to process the claim. The horizontal grinder arrived
on September 27, 2005 and re-imbursement from DEP should arrive
towards the end of October or the beginning of November.
Re-imbursement was received in the amount of $194,295.82. on
Thursday, October 27, 2005. The new Horizontal grinder will be put
into operation in Spring of 2006 with the brush pick-up. The date of
the Spring Collection will be May 8 through May 12. It has been
posted in the upcoming newsletter which will be going out to
residents right around the middle of April.
On July 9, 2004; a Housing Code Inspection was conducted with a
warrant for 2305 Canby Street after the owner of the property failed
to allow the township to come in and access the
situation. Numerous violations were present and the owner of the
property has until August 16, 2004 to reschedule another
re-inspection or citations will be issued for each of the violations
listed on the violation notice. A hearing also has been set for
Monday, August 9 for the owner for two separate violations for not
maintaining a maintenance program for the roaches in the property
and also for not having a car which is road worthy. Another
inspection did occur on August 26, 2004 and some of the violations
were corrected; but some still remained. One more inspection has
been scheduled for Wednesday, September 8, 2004 at 2:00p.m. to see
if the remaining violations have been corrected. If not, citations
will be issued. A full housing code inspection did occur on
September 8, 2004 and none of the violations have been corrected and
citations were issued for each of the violations being present. A
hearing date has been set for the citations for Friday, November 12,
2004. At the hearing on November 12, 2004; the defendant did not
show up for the hearing and DJ Shugars issued a warrant for her
arrest for several citations from Lynn Roche, Health Officer, George
Drees, Fire Marshall and the Police Department. A constable will try
and bring the defendant in first and then the Township police will
attempt to arrest the defendant. But the situation at the house
still exists for clutter and roaches and mice. A court hearing with
the Commonwealth at Dauphin County court was set for Thursday,
January 6, 2005 and was continued by the defendant until Thursday,
February 10, 2005. The case was continued by the defendant and has
been rescheduled for Thursday, March 10, 2005. The case has been
continued by the Judge hearing the case and it is now scheduled to
take place on Thursday, May 5, 2005. The case did appear before
Judge Scott Evans and the case was not heard. The reason is that the
appeal date had passed and the case was thrown back to the decision
that DJ Shugars made earlier. A new inspection was conducted on the
outside of the property on May 2, 2005 for dog feces being present
on the roof. The matter was not cleaned up and a citation was
issued. A full housing code inspection is scheduled for Monday, June
6, 2005. A full housing code inspection was conducted and many
violations were found again at the residence. A repeat inspection is
scheduled for Wednesday, July 13, 2005. If the violations are still
present, the house will be placarded as UNFIT FOR HUMAN HABITATION
and no one will be able to live in the residence until the whole
situation is cleaned up once and for all. On July 13, 2005; a full
Housing Code and Yard Inspection did occur at the property with
Albert Wrightstone, Jr., Building Inspector, Lynn Roche, Health
Officer, DJ Shugars, and Susquehanna Township police. The property
was cleaned up much better than it has been; but there are still
some violations present and another re-inspection is scheduled for
August 17, 2005 at 9:00a.m. At the time of the re-inspection on
August 17, 2005; Josephine Knoll was advised to clean up the
basement or the house will be placarded and citations will be issued
again. The final re-inspection has been scheduled for September 28,
2005. She asked to have the re-inspection postponed and it was
postponed till Thursday, October 13, 2005. At the time of the
re-inspection; some progress had been made. She will have one more
re-inspection of the property on Tuesday, November 22, 2005. If all
of the violations are not corrected; more citations will be filed.
Plus the property could be posted UNFIT FOR HUMAN HABITATION if the
property goes back to the original state. On Tuesday, November 22,
2005; no Housing Code Inspection occurred. The defendant called and
rescheduled for Wednesday, November 30, 2005. At the time of the
re-inspection; very little progress had been made and a citation
will be issued. The defendant was advised. Another housing code
inspection will occur after the beginning of the year. Another
housing code inspection was scheduled for Friday, January 27, 2006.
At the time of the inspection; it was noted that if the next door
neighbor saw anymore mice; a professional exterminator would need to
be brought into the situation. The next door neighbor did call me on
Monday morning and she has been ordered to seek a Professional
Exterminator by Friday, February 10, 2006 or citations will be done.
A copy of my letter was also sent to DJ Shugars. Another full
Housing Code Inspection was conducted on Wednesday, February 8, 2006
and it was determined by Orkin who was represented by Edward Murphy,
Sales Manager that she did in fact have a major infestation and
needed to have a professional exterminator. Another Housing Code
Inspection was also conducted on Tuesday, February 14, 2006 to see
how the extermination treatment had effected the infestation of
mice. Another inspection has been scheduled to see the conditions of
the house on March 15, 2006. At the time of the inspection; some
progress had been made with the level of clutter in the basement.
Another inspection has been scheduled for Wednesday, April 19, 2006.
On July 26, 2004; a Yard Inspection was conducted at 3621 North 6th
Street to look at the storage of salvage goods along the side of the
house and on the back porch. The property owner has a large amount
of salvage goods which needs to be cleaned up and a follow-up
inspection will occur towards the end of August. An inspection did
occur on Friday, August 27, 2004 and some progress had been made;
but another inspection is scheduled for Thursday,
September 30, 2004 to check on the situation. The inspection
scheduled for this month was postponed due to the death in the
family. Another re-inspection of the yard will occur in October. A
re-inspection of the property is scheduled for Tuesday, November 9,
2004. At another yard inspection on November 9, 2004; some of the
salvage items have been removed and some of the items were still
present. Another re-inspection of the yard will occur in the spring
of 2005. Another inspection is scheduled for Wednesday, April 20,
2005 to access the progress on the salvage goods. Progress has been
made but a final inspection will occur in May to close the case. I
did inspect the property again on May 24, 2005 and some progress was
made. I am giving the owner another chance because she is elderly to
the end of July to have the matter resolved. A repeat inspection has
been scheduled for July 14, 2005. A repeat inspection was conducted
on July 14, 2005; and she was told that if the salvage goods are not
cleaned up; I will be forced to issue citations. I will do another
yard inspection in the early fall. Another inspection is scheduled
for Monday, November 7, 2005. On Monday, November 7, 2005; a yard
inspection was conducted and substantial progress was made. The case
will be kept open due to the progress that has been made and will
pick-up again in Spring of 2006.
On August 18, 2004; a yard inspection was conducted at 3422
Schoolhouse Lane with numerous violations present and a
re-inspection of the property will occur in September. A
Re-inspection did occur on September 15, 2004 and a citation was
issued. All of the trash bags in the backyard remained in the
backyard and the outcome of the citation is still pending. This
citation has gone to a warrant and still waiting to be settled. The
citation was claimed and paid for; but the violation remains so I
must start the whole process all over again. A violation letter will
be going out shortly. A violation letter will also being going out
on 6/2/05 for high grass and weeds at the property. Another series
of citations were issued on the property. This makes two citations
on this property within the last six months. If this situation
doesn’t get cleaned up by the resident; the township will come in
and clean up the matter and then bill the resident for the services
of the highway department. The property finally got mowed by the
owners of the property but I have sent out another notice concerning
the trash to try one more time to get the owners of the property to
comply. If not, the highway crew will be called into clean the
property up and the owner be billed, as well as, cited for allowing
trash to continue to accumulate. Another citation was issued for the
trash accumulation and this is a second offense. The fine will be
larger for the second offense. The citation that was filed in late
June was paid for in full by the defendant. Another letter has gone
out for the trash bags still being present in the backyard and are
awaiting the outcome. Nothing has changed and another round of
citations has been issued for the accumulation of trash in the
backyard.
On October 18, 2004; a yard inspection was conducted at 106 Wood
Street. The owner of the property is planning to demolish the house
and put up a modular unit in the
beginning of 2005. I have given an extension to the property owner
to determine when this is going to occur and he needs to report back
to me by the beginning of December. I did not receive a call from
the owner of the property at 106 Wood Street and a re-inspection of
the property will occur in January of 2005. The project did not
start as planned due to the weather
And cold temperatures. The project will not start to warmer weather
towards the end of March or April. The property has been sold so the
whole process will need to start over with the new owners to clean
up the property. A letter will be going out to the new owners of the
property. I have not received a response as of yet. A certified
letter will be going out shortly. A certified letter did go out on
June 28, 2005 by certified mail and the owner did reply via phone
and I will wait till the middle of July 15, 2005 for an answer; then
we will take whatever steps are necessary to have the matter
resolved. The owner of the property did contact me and he is
pursuing a loan to work on the project and needs to be wait for the
response from the bank. Once I know the status of the loan request
then I will put this project on a time frame. The owner of the
property has until Wednesday, August 31, 2005 to submit what he
plans to do with the property before citations are issued. A letter
was submitted stating that a potential buyer maybe coming through. A
re-inspection of the property indicated that no violations existed
presently on the property. The owner of the property did call and
speak with me and has received a loan for demolition of the
property. The demolition permit has not been applied for and a
letter will be going out to have a strict timeline and expected date
of demolition to be listed. A demolition permit was obtained on
November 15, 2005 to have the house demolished. The owners of the
property are planning to have the structure demolished this coming
Spring and a new home built there and then sell the property by the
end of the summer. The home at 106 Wood Street has been completed
demolished and removed from the property. Plans will be submitted to
Albert for review within the month and a new home should be going up
shortly.
On November 15, 2004; letters went out for the Roberts Valley Sewer
project done by the Susquehanna Township Sewer Authority. The
residents were granted an extension by Manager Gary Myers, Pam
Winters, Sewer Authority Manager and Lynn Roche, Health Officer
due to the fact that winter is upon us. All residents must have the
hook-ups completed no later than April 15, 2005. Pam Winter and I
will meet during the week of April 18, 2005 to determine who has
connected and who is deliquent. All of the residents have connected
except one. This individual has received another letter informing
them to connect. The resident of the property has requested that she
be given an extension until the house is sold. I did grant this
condition because the resident is elderly. No one is presently
living in the house and will not be occupying the residence until
the residence is hooked up to the Susquehanna Township Sewer.
On January 5, 2005; a yard inspection was conducted at 3609 North
2nd Street. Letters were sent out for violations for trash, salvage
goods, and the vehicle. All of the violations ended
up with citations being issued for each violation. A total of 3
citations were issued. The trash has been collected and now the
trash issue is closed. The citations for the salvage goods and the
vehicle have gone into a warrant. The violations are still present.
An additional letter has been sent out for high grass and weeds and
salvage goods in the backyard continuing to accumulate. The grass
has been cut; but salvage goods still remains and another citation
has been issued. The two previous citations have gone to warrants.
But the one for the vehicle doesn’t matter; the vehicle is removed.
A second citation has been issued for the accumulation of salvage
goods in the backyard. I am awaiting the outcome of the citation.
More complaints have been received about the conditions of the yard
and another round of letters did go out in February. Another
inspection will be done shortly to access the situation and
citations will be issued if matters have not been corrected.
On January 6, 2005; a Pre-Bid Meeting with held with Lynn Roche,
Health Officer, Bruce Foreman, Township Solicitor, and Gary Myers,
Manager to discuss the upcoming bid specs for the new trash contract
to begin in 2006. On February 15, 2005; a second pre-bid
meeting did occur with Bruce Foreman, Township Solicitor, Lynn
Roche, Health Officer, and Gary Myers, Manager. Another draft has
been completed and a third pre-bid meeting will occur on Thursday,
March 3, 2005. Another meeting occurred with possible haulers for
obtaining the contract on Wednesday, March 30, 2005. Comments are
due back from the haulers by April 15, 2005. Comments were received
by all three haulers and they have been evaluated by our Solicitor,
Bruce Foreman and changes have been made. Another meeting was held
after the Health Board meeting on Thursday, April 21, 2005 at
12:45p.m. Final revisions are being made and the final bid specs
should be going to the Board of Commissioners at the June meeting.
The bid specs did go out to four haulers and a mandatory pre-bid
meeting has been scheduled for Monday, August 1, 2005 and the
opening of the bids will be on Monday, August 8, 2005 at 3:30p.m.
There was a technicality with the bid from Penn Waste and the Board
of Commissioners elected to re-bid the trash contract. The new bids
will be opened on Friday, September 2, 2005 at 9:30a.m. and
hopefully awarded at the Board of Commissioners Meeting on Thursday,
September 8, 2005. The bid was awarded to Penn Waste. We are working
with the new hauler to make the transition as smooth as possibly can
be made. A flyer will be going out to the residences in the middle
of November about the new changes to the contract and their date of
collection. The flyer will be mailed to residents of the township
about the new trash contract by the end of the week on December 2,
2005. The recycling bins will start being delivered during the week
of December 5, 2005. Another flyer will be going out with the
recycling containers informing the residents of when there trash and
recycling will be collected. The flyer did go out with the new
recycling binds and a meeting with the new drivers and loaders was
held on Wednesday, December 22 to prepare for the new contract. The
new contract begins on Monday, January 2, 2006. The new contract
seems to be proceeding very well. Minor problems but for the most
part things are going quite well. The woody waste issue and some
other minor problems still needs to be worked out. A woody waste
proposal will be decided at the April Board meeting on April 20.
On March 1, 2005; a Housing Code Inspection was conducted at 4742
Tuscarora Street and the conditions of the property are very bad.
Letters have gone out to consider demolition of the property. The
property is completely unfit for habitation until the property is
either completely rebuilt or demolished. The owners of the property
are working on the property to clean up the property and the
violations. The owners of the property are continuing to work on the
property.
On March March 7, 2005; a Housing Code Inspection was conducted at
3645 North Front Street and the owner of the property did not show.
A warrant will be obtained to determine if any violations do exist
inside the property. Other issues have also developed including high
grass and weeds and a violation letter is being sent out. The high
grass and weeds were cut by the township and a bill will be sent to
the owner. If it is not paid; a lien will be placed upon the
property. The property was cut by the highway crew, a citation was
issued for the property owner and a lien has been placed on the
property because of non-payment for the services rendered. The
highway crew again had to mow the grass and a letter has been sent
to the owner of the property to pay for the services rendered or
another lien will be placed on the property. The property has been
cut again and another series of bills has gone out. If the bill is
not paid; then another lien will be placed on the property Liens did
have to be placed on the property and the highway crew is
maintaining the high grass and weeds on the property. An additional
letter will be going out following another inspection to the
property on Tuesday, November 29, 2005 to seal the property up for
the winter. I am looking at trying to gain access to the dwelling
either voluntarily or with the aid of a warrant. Another inspection
will be done at the property before applying for the warrant.
Another inspection of the property will be scheduled for late March.
I have recently talked with the owner of the property and he is
planning on having the siding removed; dumpsters will be on site to
hold siding and other construction materials. The whole foundation
under the house will also be removed from the property. This whole
process should be completed by the end of March weather permitting.
A recheck will be done in April.
On April 19, 2005; Pam Winters, Manager for the Sewer Authority and
Lynn Roche, Health Officer sat down and discussed the Roberts Valley
Road project. It was determined at the time of the meeting that
everyone had connected to the sewer project except
on residence. A letter was sent out to the resident to comply. We
are waiting until the property is sold.
On May 2, 2005; Housing Code Inspections did occur at 2305 and 2307
Canby Street concerning an accumulation of dog feces in the backyard
at 2305 Canby Street and also on the roof off of the one bedroom. A
re-inspection of the property did occur on May 9, 2005 and the dog
feces remained on the roof and in the backyard. A citation was
issued for the accumulation of feces on the property creating a
nuisance for the neighbors. A full housing code inspection has been
set up with Lynn Roche, Health Officer and George Drees for Monday,
June 6, 2005 at 9:00a.m. to re-examine the whole situation. A
hearing is set before District Justice Shugars for Thursday, July 7,
2005 at 2:00p.m. to determine the outcome of the citation. At the
time of the hearing; DJ Shugars decided to wait until after the full
housing and yard inspection to take place. He also accompanied Lynn
Roche, Health Officer, Albert Wrightstone, Building Inspector with
police assistance to inspect the whole house and backyard. At the
time of the inspection; the yard was completely cleaned up and the
charges on the dog feces was dismissed. The accumulation of trash
and salvage goods in the basement had accumulated and a
re-inspection is scheduled for Wednesday, August 17, 2005. The house
will be placarded UNFIT FOR HUMAN HABITATION if the conditions did
not improve more as before. A re-inspection is scheduled for
September 28, 2005 and citations will be issued if not totally
cleaned up. It was postponed until Thursday, October 13 for court
reasons for her. At the time of the re-inspection; some problems
still remained and another housing code inspection is set up for
Tuesday, November 22, 2005. At that time; all of the violations must
be corrected or citations will be issued again for the violations
remaining. A re-inspection of the property did not occur as
previously set up on November 22, 2005; no one answered the door.
The defendant did call and requested a new housing code date and
time. The housing re-inspection was conducted on Wednesday, November
30, 2005 at 9:00a.m. There was no significant change in the
situation. A citation will be issued and re-inspection of the house
will be done in January of 2006. A full housing code re-inspection
was conducted on Friday, January 27, 2006 at 2305 Canby Street. At
the time of the re-inspection; it was determined that she was having
some mouse trouble. It was noticed that there were bate boxes and
sticky boards present throughout the house. It was made clear to the
owner of the property that if the neighbor was experiencing a mice
problem that a professional exterminator would have to be obtained.
I received a phone call from the next door neighbor on Monday,
January 30, 2006 and at that time she stated that she has killed 4
additional mice over the last weekend. It was stated in a letter
that she needs to obtain a professional exterminator by Friday,
February 10 or citations will be issued until the matter is
resolved. A full new housing code inspection was also conducted on
Wednesday, February 8, 2006 with Ed Murphy from Orkin assisting with
the inspection. From the inspection it was determined that the
property at 2305 Canby Street had a major infestation of mice and
needed to have a professional exterminator be contracted to get rid
of the problem. Another housing code inspection also occurred on
Tuesday, February 14, 2006 to access how the first treatment for
extermination went and if any new activity was seen. Another
inspection occurred on March 15, 2006 and the clutter in the
basement had diminished about 40%. More improvement is needed and
another inspection is scheduled for April 19, 2006.
On July 12, 2005; a full housing code and yard inspection was
conducted at 2224 Walnut Street. Assisting with the inspection was
Lynn Roche, Health Officer, and Albert Wrightstone, Jr.,Building
Inspector over the living conditions at the residence. The situation
is very bad and a 5 page letter went out with violations giving the
owners of the property a chance to correct the problem. A meeting
has been called for Wednesday, August 3 to discuss placarding the
apartment complex as UNFIT FOR HUMAN HABITATION. This is a 9 unit
apartment complex and also tenants would need to leave within a 24
hour period. The tenants may come and go but cannot stay in the
apartments overnight until all of the violations have been
corrected. On August 3, 2005; a meeting was held at 2224 Walnut
Street with Barbara Cartwright, Realtor representing the owners of
the property, and Lynn Roche, Health Officer. The property was
placarded on Thursday, August 4, 2005 as UNFIT FOR HUMAN HABITATION.
A meeting was held with the owners of the property on August 9, 2005
concerning the property with Lynn Roche, Health Officer, and George
Drees, Fire Marshall. 14 citations were filed against the owners for
the property. George Drees, Fire Marshall and Lynn Roche, Health
Officer assisted the management and tenants on where to go. Another
inspection occurred on August 18, 2005 for the purpose of assistance
with the police, Barbara Cartwright representing the owners to have
an inspection per apartment to get estimates to have the work
completed. It has been brought to my attention that the property
will possibly be sold in October; however, 14 citations have been
appealed and this date is on October 17, 2005 to see what happens
with the citations. At the time of the hearing; a continuance was
granted to see if the sale of the property took place on October 28,
2005. I am awaiting a call from the Realtor as to the status. The
prospective buyers have asked for an extension until December 15,
2005 to finalize the deal. I will need to wait and see who the new
buyers are to proceed with the violations. I am waiting on a phone
call from the realtor of the property to check on the status of the
property and proceed from there. I have received a phone call from
the Realtor informing me that the original deal of the sale of the
property has fallen through and now the property is back on the
market for sale. All of the violations are still present but are not
affecting anyone since the property is unoccupied and will remain so
until the property is sold.
On July 27, 2005; a yard inspection occurred at 619 Lucknow Road and
a violation letter has been sent out with numerous violations for
the structure and the yard in an abandoned house. If the violations
are not corrected; the highway crew will be asked to clean the yard
up and secure the structure. Citations were issued in August against
the owner and on August 30, 2005; the Highway crew did clean up the
property after numerous inspections and no contact with the owner.
The property is cleaned up and will be boarded up to be secure. The
property has been made secure and bills have gone out to the owner
of the property and I am waiting for a reply. The owner did not pay
the bills and a lien will be placed upon the property. This lien
will have to be satisfied before a clean title can be acquired for
the property at the sale of the dwelling. The owner of the property
did not respond and pay the bills. Liens will be placed for the
clean-up totally of the property. The property will be monitored as
we go into Spring.
On September 7,
2005; an inspection occurred in the yard and the alley at 3703 Green
Street. Another inspection occurred on September 26, 2005. But at
that time it was postponed until Friday, September 30, 2005. At the
time of the inspection; the yard had some of the salvage goods
removed and we were able to see inside the other two apartments. A
letter was sent out giving the owner of the property until November
30, 2005 to comply. Another re-inspection will occur at the end of
the month to see if all of the violations have been corrected.
Another re-inspection is scheduled for Friday, December 2, 2005. A
yard inspection was conducted and the items in question were
removed. A re-inspection of the inside of the property needs to take
place to close the case. A re-inspection of the property will occur
at the end of April.
On September 12, 2005; a Housing Code Inspection occurred at 3242
Walnut Street in Apartments #1 and #2. Numerous violations were
present at the time of the inspection and a re-inspection is
scheduled for October. At the time of the re-inspection of the
property on October 24, 2005; none of the violations had been
corrected. Citations were issued for the violations and are awaiting
the outcome of the citations. Another re-inspection did occur on
November 14, 2005; more violations were found. Another letter of
violations went out and the
owner of the property is requesting a hearing before the Health
Board. This matter will be brought up at the December Health Board
Meeting on Thursday, December 15, 2005. At the time of the health
board meeting; hearing notice was approved and will be heard at the
January Health Board Meeting. A hearing for the previous violations
is before DJ Shugars on Monday, January 9, 2006. At the hearing on
Monday, January 9, 2006; the defendant was ordered by DJ Shugars to
fix all of the repairs. A continuance has been set up for April 3,
2006. A re-inspection of the property will occur at the end of March
to see the status of the work. A re-inspection did occur on March
31, 2006 to access the situation for the April 3, 2006 hearing at DJ
Shugars office. At the time of the re-inspection; some work had been
completed but I am requesting a continuance to ensure that all of
the work is totally completed.
On September 12, 2005; a re-inspection of the property at 2317 Canby
Street occurred and the violations were still present for high grass
and weeds and vehicles still being present. Citations were issued.
The defendant did pay the citation. A re-inspection of the property
will occur to see if the vehicles have been removed or if they are
still present. If the vehicles are still present; then an additional
citation will be issued for a second offense .A second citation has
been issued. Also a letter for accumulation of trash and loose trash
at the property as also been sent out. The trash has been cleaned up
but I am still waiting on the outcome of the citation. Additional
letters went out concerning more vehicles being present on the
property. Additional citations will also be done if the vehicles are
not removed. The property has been sold and a letter has been sent
out to the new owner of the property and the time limit is up on
April 12 and Lynn Roche will see if the vehicle has been removed. If
the vehicle has not been removed; then a citation will be issued.
On November 15, 2005; a Housing Code Inspection was done at 3501A
Walnut Street to check on lead issues at the home. A call has been
made to the Department of Health to assist with this situation. A
full housing code report will be going out shortly to the landlord
of the property. A re-inspection of the property will occur in
March. An inspection did occur and all of the violations were
corrected and the case is now closed.
On November 16, 2005; a meeting was held with Scott Wagner,
President of Penn Waste, Ed Ward, Municipal Manager, Gary Myers,
Manager, and Lynn Roche, Health Officer to finalize the mailer for
the public and discuss the yard waste situation. A proposal will be
going before the Board of Commissioners in their packets on December
2, 2005. The woodywaste will discussed in early 2006 to determine
where the resident’s woody waste will go. A final decision on the
woody waste proposal will come in February. A meeting was held on
Wednesday, February 15, 2006 and things are still being discussed.
Another meeting was held on March 8, 2006 concerning the Woody Waste
with a proposal presented and a recommendation will be going before
the Board of Commissioners at the April meeting.
On November 21, 2005; a re-inspection was to have occurred at 3800
Elmerton Avenue at Parktowne Apartments at Apartment #2 but the
tenant was being evicted. The management company just has taken
possession of the apartment and we are allowing them to have time to
make the necessary corrections. A repeat inspection will occur
towards the end of December or early in 2006. Repairs are still
being made and a re-inspection will occur either later in January or
February of 2006. Repairs have not been completed and should be
finished by the end of March with a re-inspection occurring shortly
there after.
On December 22, 2005; a housing code re-inspection occurred with the
property at 3242 and 3244 Walnut Street. Violations were still
present and a hearing is set up for Monday, January 9 to hear the
first set of citations. A second round of citations has been done.
At the court hearing on January 9, 2006; DJ Shugars required the
owner of the properties to correct all of the violations and obtain
the necessary permits and a continuance has been issued for April 3.
A re-inspection of the two houses will occur in late March before
the continuance hearing in DJ Shugars office. A re-inspection did
occur on Friday, March 31, 2006 to see if the repairs had been made
and some of the repairs had been done; but more needs to be done. At
the hearing on Monday, April 3, 2006; Lynn Roche requested a
continuance. The continuance was granted till July 10, 2006 to
finish the job.
On January 9, 2006; a meeting with Janet Straw about her neighbor’s
cats and try to come to a solution to the problems of stray cats in
the neighborhood. In February, an additional letter went out to help
with the situation. A citation was issued in March against the
neighbor for feeding all the cats in the neighborhood and I am
awaiting the outcome of the citation.
On February 7, 2006; a full housing code inspection occurred at 3631
Brookridge Terrace, Apt. #102 for accumulation of mold and mildew
throughout the apartment.
A follow-up re-inspection is scheduled for Friday, March 17, 2006. A
re-inspection did occur and all of the violations have been
corrected. The case is now closed.
On February 7, 2006; a Woody Waste meeting was held with
Commissioner Wendy Johnson and Commissioner Sean Sanderson, Gary
Myers, Manager, David Dyer, Highway Superintendent and Lynn Roche,
Health Officer. A follow-up meeting will occur in March.
On March 6, 2006; a Court hearing over the Parktowne Apartments
situation with one of the tenants and I was subpoena for the
situation in the boiler room. DJ Shugars found in favor of Parktowne
Apartments.
On March 8, 2006; a Woody Waste meeting was held with Gary Myers,
President Jackie Patton, Commissioner Ira Shapiro, Lynn Roche,
Health Officer, Bruce Foreman-Solicitor, and Scott Wager and Edward
Ward with their Attorney representing Penn Waste.
On March 9, 2006; a Skunk was shot by our officers in the Montifort
and Smokehouse Lane area in Commissioner Sherri-Levin McConnell’s
ward and the skunk was aken to the Dept of Agriculture’s lab. The
skunk was analyzed and did come back positive for Rabies.
No human exposure was noted. The Department of Health was notified.
On March 14, 2006; a meeting over Woody Waste was held with Lynn
Roche, Health Officer, Gary Myers, Scott Wagner and Edward Ward from
Penn Waste along with Commissioner Wendy Johnson about a proposal
for the woody waste issue.
On March 15, 2006; a Housing Code Re-Inspection occurred at 2305
Canby Street with Commissioner David Pugh, Albert Wrightstone, Jr..,
Lynn Roche, Health Officer, George Drees, Fire Marshall representing
the township attended the inspection.
On March 16, 2006; Lynn Roche attended the quarterly CASA meeting in
Myerstown.
On March 17, 2006; a re-inspection of the property at 3631
Brookridge Terrace, Apt. #102 to recheck the mold, tiles missing and
the presence of roaches. All of the violations had been corrected
and the case is now closed.
On March 17, 2006; a meeting with Architects about the former Pizza
Hut location on Walnut Street about converting over to a Sports Bar.
On March 21, 2006; Albert Wrightstone and Lynn Roche went around to
pick-up overgrowth in the alleys and notices have been sent out.
On March 29, 2006; Lynn Roche hosted an Executive Board meeting of
CASA to plan for the up coming convention in Gettysburg.
On March 30, 2006; a Major roach assessment was done at Great Wall
Restaurant with the assistance of Ehrlich. A re-inspection and total
treatment of the whole structure will be conducted on Thursday,
April 6, 2006.
On March 31, 2006; a Housing Code Re-Inspection was conducted at
3242 and 3244 Walnut Street to see how work was progressing on the
repairs to the structure. A court hearing is set for Monday, April
3, 2006. |
